The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified construction management (CM) firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-25-08. The selected CM firm will perform professional and technical construction management engineering services for Colonial Heights and Lincoln Village Maintenance Districts Water Main Replacement Project- Phase 1B (PROJECT). The Project is funded by the State of California’s Small Communities Drought Relief Program Grant. Estimated Construction Contract Award Date: March 2026 Estimated Construction Start Date: May 2026 Estimated Construction Duration: 120 Working Days The requested professional services shall include, but not be limited to: public outreach, resident engineer services, construction management, inspection, materials testing, contract administration, and project records services for the Project. The scope of work includes: documentation of preconstruction conditions, meetings, schedule reviews, cost control, submittals and clarifications, contract modifications/change orders/claims, field inspection, testing, completion and acceptance, Project closeout, construction management plan, and other miscellaneous inspections and construction administration activities. The CM firm will also conduct formal weekly progress meetings with SJCDPW staff and the contractor. The CM firm will manage separate contractors for the District as it is anticipated that both Districts will be bid separately. The selected CM firm will perform professional and technical engineering services for the proposed Escalon Road Bridge No. 29C-476 Replacement Project. The selected consultant will provide professional and technical design engineering services for Phase II Final Design of the Grant Line Road Realignment Project (PROJECT). The selected CONSULTANT will be the highest-ranking CONSULTANT that has successfully negotiated the terms for award of a consulting services agreement. CONSULTANT shall be required to provide all labor, equipment, tools, and facilities necessary for the completion of the PROJECT. CONSULTANT will be required to have knowledge of County, California Department of Transportation (Caltrans) and Federal High Way Administration standards and processes on transportation projects. The requested services will include designing and engineering improvements for a realignment of Grant Line Road between the city of Tracy and Interstate 5 based on the preferred alternative. The selected firm will provide professional and technical project management services for the proposed Project Management and Support Services for Transportation Projects (PROJECT). The selected FIRM will be the highest-ranking firm that has successfully negotiated the terms for award of a consulting services agreement. Countywide Traffic Signal Equipment Upgrade Project
The work is located at various intersections throughout the County. The work, in general, consists of removing and replacing existing traffic controllers, and installing video detection systems to replace vehicle loop detectors. Pursuant to the Public Contract Code Section 3400 (c)(2), the Department has designated the Miovision Video Detection System (VDS), including associated products listed in the plans and specifications, as the exclusive VDS for the project. This specification is necessary to complement VDS equipment currently in use throughout the County on existing public improvements. The work is located on Cotta Road Bridge (Bridge No. 29C-292/Bridge No. 29C-471) over Upland Canal, east of N. Guard Road.
