The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting engineering consultants (CONSULTANT) to undertake, perform, and complete the tasks set forth in Request for Proposals (RFP) – SJCDPW-RFP-25-06. The selected consultant will provide professional and technical design engineering services for Phase II Final Design of the Grant Line Road Realignment Project (PROJECT). The selected CONSULTANT will be the highest-ranking CONSULTANT that has successfully negotiated the terms for award of a consulting services agreement. CONSULTANT shall be required to provide all labor, equipment, tools, and facilities necessary for the completion of the PROJECT. CONSULTANT will be required to have knowledge of County, California Department of Transportation (Caltrans) and Federal High Way Administration standards and processes on transportation projects. The requested services will include designing and engineering improvements for a realignment of Grant Line Road between the city of Tracy and Interstate 5 based on the preferred alternative. Additional elements of the project design include improvements to restrict access into the Banta community to prevent cut-through traffic movements. All work shall comply with the County Policies, Caltrans Local Assistance Procedure Manual. The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified construction management (CM) firms to undertake, perform, and complete the tasks outlined in the Request for Proposals – SJCDPW-RFP-25-07. The selected CM firm will perform professional and technical engineering services for the proposed Escalon Road Bridge No. 29C-476 Replacement Project. The requested professional construction management services shall include, but are not limited to: constructability review, contract administration, part-time resident engineering, full-time construction inspection, public outreach, labor compliance review, stakeholder coordination, quality assurance, materials sampling and testing, and maintenance of project records for the PROJECT. The San Joaquin County Department of Public Works (SJCDPW) is soliciting qualifications from construction management (CM) firms to provide professional and technical construction administration and project inspection services, possibly including construction staking and materials testing, for miscellaneous construction projects in San Joaquin County on an as-needed basis. Professional services may be required for projects including, but not limited to, resurfacing, minor concrete, bridge structures, intersection signalization, street lighting, and water/wastewater facilities for each assigned specific project. Professional services may include, but are not limited to, the following: constructability reviews, servicing as resident engineer, construction management and inspection, surveying, construction staking, contract administration, and project record services. SJCDPW will establish a list of two to three CM consulting firms. Each selected consultant will be selected to provide CM services on an “on-call” basis, and a Purchase Agreement will be executed with each consultant. The total amount of all projects assigned to a selected firm will not exceed $200,000 per fiscal year. Fixed unit pricing and the not-to-exceed amount will be established for each assignment. The method of payment for each assignment will be based on actual cost plus a fixed fee. The method of procurement for CONSULTANTS will be an open and competitive process and will document and support the justification for the selection. The “on-call” list will be in effect for a two-year period with the option of SJCDPW to extend the period for one additional year. SJCDPW-RFP-19-05
The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified professional consulting engineers to undertake, perform, and complete tasks set forth in Request for Proposals SJCPDW-RFP-19-05. The selected consultant firm (CONSULTANT) will perform professional and technical engineering services (SERVICES) for the updating and revision of the San Joaquin County Traffic Impact Mitigation Fee Program (PROJECT). The successful CONSULTANT will be requested to enter into a consultant services agreement with San Joaquin County as set forth in the Request for Proposals. The County’s TIMF AB1600 Program was initiated in 1990. Its purpose is to help finance transportation facilities needed to accommodate new and expanded development (residential/commercial/industrial) within the unincorporated County. Since its inception, the TIMF Program has been revised as necessary for clarification, conformance to the County’s General Plan, and to better serve the public. In 2007, the San Joaquin Council of Governments (SJCOG) established the Regional Transportation Impact Fee (RTIF) to help finance large multi-jurisdictional projects of regional significance; the TIMF Program was subsequently updated in 2008 to update the project list to ensure conformance with the countywide Regional Transportation Impact Fee (RTIF) program and to consolidate the fee areas for better utilization of TIMF funds. The County last updated the TIMF Program in 2015 to bring the Program into compliance with the current General Plan as adopted in 2016. The TIMF Program is currently five years old and needs updating to comply with State law.
