The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The San Joaquin County Department of Public Works (County) requests technical proposals from qualified consultants (CONSULTANT) to undertake, perform, and complete the tasks set forth in Request for Proposals (RFP) – SJCDPW-RFP-26-06. Selected CONSULTANT will perform professional and technical services for the proposed North San Joaquin Area Local Floodplain Delineation (PROJECT). The selected CONSULTANT will be the highest-ranked CONSULTANT that has successfully negotiated the terms for award of a consultant services agreement. The selected CONSULTANT or team will be requested to enter into a consultant services agreement with San Joaquin County Flood Control and Water Conservation District (SJCFCWCD) for the PROJECT. The San Joaquin County Public Works Department, acting as staff for the SJCFCWCD, will serve as contract administrators. All work shall comply with the County Policies, and meet the requirements of the State of California Department of Water Resources (DWR) Regulations. CONSULTANT will carry out studies and map local flood hazard areas and remap historic flooding the PROJECT area. County currently maps historic flood boundaries from floods that occurred in 1955 and 1958. However, these maps are rough digitizations and are approximations of such areas. Furthermore, flood control, water storage, and land development constructed upstream of the watershed since 1955 and 1958 period have altered the boundaries of these historic flooding areas. The PROJECT also intends to remedy deficiencies of existing drainage facilities and assess future improvements. The PROJECT will be carried out in two phases: Phase 1 will focus on remapping historical flood areas in the North San Joaquin area while Phase 2 will focus on remapping in the South San Joaquin area. The deadline for submitting technical proposals to SJCDPW will be no later than 4:00 p.m. on Monday, June 15, 2026. The San Joaquin County Department of Public Works Community Infrastructure Engineering Division (County) is requesting proposals from consultants to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-21-B. The County will select two consultants for the proposed design of Lincoln Village and Colonial Heights Maintenance District Water Main Replacement Project Phase 1 (Project). The highest ranked Consultant will provide design engineering services for the Lincoln Village Maintenance District. The second ranked Consultant will provide design engineering services for the Colonial Heights Maintenance District. Consultants will be requested to enter into consultant services agreement with the County as set forth in this Request for Proposals (RFP). Lincoln Village is a San Joaquin County special district located in an unincorporated area within the City of Stockton. The Project area is from Pershing Avenue to Pacific Avenue, and from Lincoln Road to Douglas Road, and encompasses approximately 25,000 linear feet of water mains. The Lincoln Village water distribution system is interconnected with the City of Stockton water supply system. The proposal shall include scope of work, cost proposals, and schedule. Colonial Heights is a San Joaquin County special district located in an unincorporated area within the City of Stockton. The Project area is from Balboa Avenue to Thornton Road, and from Hammer Lane to Mosher Slough Levee, and encompasses approximately 20,500 linear feet of water mains. The Colonial Heights water distribution system is interconnected with the City of Stockton water supply system. The proposal shall include scope of work, cost proposals, and schedule.

The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting Construction Quality Assurance (CQA) firms to undertake, perform, and complete tasks set forth in the Request for Proposals (SJCDPW-RFP-21-04). In general, the work consists of providing construction administration and project inspection services for the construction of Area 6 at the North County Sanitary Landfill (PROJECT). For Area 6 at North County Landfill, the design will include single-composite liner on native soil over Area 6 and leachate collection equipment. The selected CQA FIRM will prepare a Certification Report for submittal to the appropriate agencies for their review. Acceptance of the PROJECT by those agencies is of the essence in this PROJECT. The selected CQA FIRM will also report to the SJCDPW Resident Engineer for the purpose of assisting the Field Engineering Division in administering the PROJECT. The selected CQA FIRM shall observe, verify and document the PROJECT’s construction activities sufficient for acceptance by the RWQCB (Sacramento office). The San Joaquin Public Works Department, Water Resources Division (Division) is seeking a qualified consultant to support the Eastern San Joaquin Groundwater Authority (GWA), a Joint Powers Authority comprised of 16 Groundwater Sustainability Agencies (GSA) that collaborated to produce the Eastern San Joaquin Groundwater Sustainability Plan (GSP) for this critically overdrafted basin, in the development of a Basin Accounting Framework and an Evaluation of Funding and Financing Alternatives (Framework and Funding Alternatives). A preferred consultant will be selected based on the qualifications statement provided; after which a final scope, schedule and budget will then be negotiated, and an agreement to provide specific anticipated deliverables and services will be executed. It is anticipated that the work would be conducted over one year with an option to renew. SJCDPW-RFP-21-A
County of San Joaquin Department of Public Works (County) operates a potable water system that serves approximately 328 service connections to primarily residential customers in the Raymus Village Maintenance District (District) near Manteca, CA. The District obtains all of its drinking water from two wells that are operated by the County. The concentrations of 1,2,3-trichloropropane (TCP) for Well 1 have exceeded the primary maximum contaminant level (MCL) set by the Division of Drinking Water of the State Water Resources Control Board (DDW) and a compliance order has been issued. The proposed water treatment system improvements aim to address these violations and bring the system into compliance.
