The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified construction management (CM) firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-24-03. The selected CM firm will perform professional and technical construction management engineering services for the Water Main Replacement Project (Project) for Colonial Heights and Lincoln Village Maintenance Districts. The Project is funded by the State of California’s Small Communities Drought Relief Program Grant. The selected CM firm will be the highest ranking firm that has successfully negotiated the terms for award of a consultant services agreement. The selected CM firm or CM team will be requested to enter into a consultant services agreement with San Joaquin County (County). All work shall comply with San Joaquin County Policies. The requested professional services shall include, but will not be limited to, the following: public outreach, resident engineer services, construction management, inspection, materials testing, contract administration, and project records services for the Project. The scope of work includes: documentation of preconstruction conditions, meetings, schedule reviews, cost control, submittals and clarifications, contract modifications/change orders/claims, field inspection, testing, completion and acceptance, Project closeout, construction management plan, and other miscellaneous inspections and construction administration activities. The CM firm will also conduct formal weekly progress meetings with SJCDPW staff and the contractor. The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-24-02. The selected consulting firm will perform professional and technical engineering services for the Mariposa Road and Escalon-Bellota Specific Plan (PLAN). The Plan will be used to identify recommended interim and ultimate improvements necessary to accommodate forecasted traffic volumes; right-of-way needs; timing for implementation of improvements; preliminary cost estimates for improvements; and will also consist of preparation of a program level California Environmental Quality Act environmental document. A Final Report will be prepared summarizing analysis, findings, and recommendations. The Scope of Work includes: conducting a comprehensive review of the study area consisting of an evaluation of existing conditions, field survey, land use projections, traffic projections, traffic/circulation analysis, interim Project alternatives, ultimate roadway plan line, and environmental analysis. A Specific Road Plan and Final Report will be prepared to present the results of the review and recommend a preferred design alternative. Public participation and involvement will be an essential element of the process.
