The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified construction management (CM) firms to undertake, perform, and complete the tasks outlined in the Request for Proposals – SJCDPW-RFP-25-10. The selected CM firm will perform professional and technical engineering services for the REPLACEMENT OF BUCKMAN ROAD BRIDGE NOS. 29C-307 (BRLO-5929(241)) AND 29C-227 (BRLO-5929(245)) (PROJECT). The selected CM firm will be the highest-ranking firm that has successfully negotiated the terms for the award of a consultant services agreement. The selected CM firm/team will be requested to enter into a consultant services agreement with San Joaquin County (County). All work shall comply with the County Policies, the Local Assistance Procedure Manual (LAPM), and the most recent guidelines for the Federal Highway Bridge Program (HBP). The requested professional construction management services shall include, but are not limited to: constructability review, contract administration, part-time resident engineering, full-time construction inspection, stakeholder coordination, quality assurance, materials sampling and testing, and maintenance of project records for the PROJECT. The scope of work also encompasses documentation of preconstruction conditions, schedule and lead periodic meetings, review of material submittals and construction schedules, responses to requests for information (RFIs), management of contract modifications, change orders, and claims, and the preparation and distribution of project-related notifications, including those required by regulatory agencies before and after construction. Additional responsibilities include project closeout, punch-list preparation and final acceptance, development of as-built drawings, and other miscellaneous construction administration tasks. The Solid Waste Division (Division), in particular, manages refuse, recycling, and organics services for the unincorporated population, ensuring compliance with state recycling mandates and advancing the County’s long-term goals for resource recovery and landfill diversion. The County remains committed to fostering environmental stewardship and sustainable growth, providing efficient public services that benefit both local residents and the broader Central Valley region. SJCDPW requests technical proposals from qualified recyclable materials processing services firms to undertake, perform, and complete the tasks outlined in the Request for Proposals – SJCDPW-RFP-25-09. The selected Firm will provide processing services for recyclable materials accepted at Lovelace Transfer Station (Lovelace) and transfer services, as needed. The selected Firm will be the highest-ranking Firm that has successfully negotiated the terms for the award of a Recyclable Materials Processing Services Agreement. SJCDPW-RFQ-25-04
The San Joaquin County Department of Public Works (SJCDPW) requests Statement of Qualifications (SOQ’s) from qualified and innovative Consultants to provide consulting engineering services for the full engineering design services for the Acampo Innovation Project (Project). The selected Consultant (Consultant) will be requested to enter into a Consultant Services Agreement with the San Joaquin County as set forth in this Request for Qualifications (RFQ).The Consultant shall be required to provide all labor, equipment, tools, and facilities necessary for the completion of the Project. The Cooper’s Corner area of San Joaquin County, near the unincorporated community of Acampo, experiences periodic flooding about once every 10 years on average due to changes in the upper watershed that occurred over generations. In response to flooding in 2017, a multiphase plan was developed entitled “Acampo Area Drainage Innovation Plan”. The first phase of the plan was completed in 2019 and consisted of a drainage system that intercepted drainage flowing into and from within the Cooper’s Corner community. The system was intended to reduce the frequency, severity, and duration of recurring shallow flooding within the community. Unfortunately, the area was again subject to significant inundation in 2023. The second phase of the plan will further flood risk reduction efforts by intercepting surface run-off upstream of this area and diverting it south towards the Mokelumne River and diverting a portion of the flows onto agricultural lands with suitable soil profiles. In addition to reducing flood risk for the Cooper’s Corner, the redirected run-off would improve groundwater conditions in the critically over-drafted Eastern San Joaquin groundwater subbasin. The Project consists of development of 100% engineering plans, specifications, environmental documents and engineers estimate of probable construction costs for drainage and water retention and recharge improvements to reduce the risk of severe flooding in the areas at east of California Highway 99 (SR 99) at Woodbridge Road, Acampo Road, and Peltier Roads which have experienced flooding and resulted in the temporary closure of SR 99 and the evacuation residents in the Cooper’s Corner area.

The selected consulting firm (CONSULTANT) will perform professional and technical engineering services for the August Sustainable Community Plan (PLAN). The PLAN will focus on sustainable transportation improvements within the existing community related to local and regional multimodal transportation plans and connections. The PLAN will identify sustainable improvements that support accessible health, nutrition, education and human services, housing assistance, and employment opportunities within the August Community. The PLAN will focus on facilitating movement of people and goods between job centers and the community through alternative modes of transportation. The requested services will include extensive outreach, proposing complete street designs, evaluating circulation and making recommendations, and identifying investment strategies for construction of future improvements. The San Joaquin County Department of Public Works (SJCDPW) requests statements of qualifications from engineering consulting firms to provide transportation engineering support services. The work will be assigned on an as-needed basis and will consist of a range of services, including but not limited to: preparing a scope of work for an assigned project, collecting and analyzing traffic data, preparing draft and final Traffic Impact Studies, and participating in meetings with County staff associated with various development and improvement projects.
