The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified construction management (CM) firms to undertake, perform, and complete the tasks outlined in the Request for Proposals – SJCDPW-RFP-25-10. The selected CM firm will perform professional and technical engineering services for the REPLACEMENT OF BUCKMAN ROAD BRIDGE NOS. 29C-307 (BRLO-5929(241)) AND 29C-227 (BRLO-5929(245)) (PROJECT). The selected CM firm will be the highest-ranking firm that has successfully negotiated the terms for the award of a consultant services agreement. The selected CM firm/team will be requested to enter into a consultant services agreement with San Joaquin County (County). All work shall comply with the County Policies, the Local Assistance Procedure Manual (LAPM), and the most recent guidelines for the Federal Highway Bridge Program (HBP). The requested professional construction management services shall include, but are not limited to: constructability review, contract administration, part-time resident engineering, full-time construction inspection, stakeholder coordination, quality assurance, materials sampling and testing, and maintenance of project records for the PROJECT. The scope of work also encompasses documentation of preconstruction conditions, schedule and lead periodic meetings, review of material submittals and construction schedules, responses to requests for information (RFIs), management of contract modifications, change orders, and claims, and the preparation and distribution of project-related notifications, including those required by regulatory agencies before and after construction. Additional responsibilities include project closeout, punch-list preparation and final acceptance, development of as-built drawings, and other miscellaneous construction administration tasks. The Solid Waste Division (Division), in particular, manages refuse, recycling, and organics services for the unincorporated population, ensuring compliance with state recycling mandates and advancing the County’s long-term goals for resource recovery and landfill diversion. The County remains committed to fostering environmental stewardship and sustainable growth, providing efficient public services that benefit both local residents and the broader Central Valley region. SJCDPW requests technical proposals from qualified recyclable materials processing services firms to undertake, perform, and complete the tasks outlined in the Request for Proposals – SJCDPW-RFP-25-09. The selected Firm will provide processing services for recyclable materials accepted at Lovelace Transfer Station (Lovelace) and transfer services, as needed. The selected Firm will be the highest-ranking Firm that has successfully negotiated the terms for the award of a Recyclable Materials Processing Services Agreement. The selected Firm will be requested to enter into an Agreement with San Joaquin County. Job Order Contracts JOC-016, JOC-017 and JOC-018
A Job Order Contract is an indefinite quantity contract pursuant to which the Contractor may perform an ongoing series of individual Projects at different locations throughout San Joaquin County. The bid documents include a Construction Task Catalog® containing construction tasks with preset Unit Prices. All Unit Prices are based on local labor, material and equipment prices and are for the direct cost of construction. The Contractor will bid two Adjustment Factors to be applied to the Unit Prices. One Adjustment Factor for performing work during Normal Working Hours and a second Adjustment Factor for performing work during Other Than Normal Working Hours. The same two Adjustment Factors shall apply to every Pre-priced Task in the Construction Task Catalog®.

The selected CM firm will perform professional and technical engineering services for the proposed Pershing Avenue Widening Project (PROJECT). The Pershing Avenue Widening PROJECT will improve safety, traffic operations, air quality, and roadway drainage by providing: a center two-way-left-turn-lane to allow for safer turning movements into driveways and relive traffic queue, pedestrian sidewalks, providing safer routes to schools and local points of interest, and a storm drain system to capture roadway runoff. The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-20-01. The selected consulting firm (CONSULTANT) will perform professional and technical engineering services for the San Joaquin County Local Roadway Safety Plan (PLAN. The PLAN will focus on developing and preparing a comprehensive local roadway safety program to assist County staff in proactively assessing safety concerns throughout the County. The PLAN will also be used to identify priority projects in response to future Highway Safety Improvement Program calls for projects, and will support the State of California’s Strategic Highway Safety Plan. While San Joaquin County (County) already has several components of a successful PLAN in place, including a collision database, the County desires to expand on its data collection and analysis capabilities to create a comprehensive safety program. The PLAN will be used as a roadmap to collaboratively identify, analyze, and prioritize safety initiatives including infrastructure projects, enforcement actions, and education programs.
