Request for Proposals for Engineering Consulting and Professional Design Services
The City of Grove City intends to contract for Consulting City Engineering and Professional Design Services. The selected firms will represent the City by providing general planning services, private development plan review and inspection services, and capital improvement planning, design, and construction services. Firms interested in being selected for this contract must reply with a written proposal no later than 3:00 pm on Friday, December 18, 2020. Proposals submitted after this time will not be considered.

Marsh Run Restoration at Gantz Park
Project Description: The City of Grove City is proposing to complete approximately 1,550 linear feet of stream restoration along Marsh Run, including raising the channel bed to reduce entrenchment, establishing an active floodplain, relocating the channel away from the existing retaining wall along Home Road, re-grading and stabilizing eroded channel banks, addressing exposed bridge abutments, establishing a native tree and shrub riparian corridor and other related work. Holton Road Jackson Pike (SR 104) and Scioto Grove Metro Park Entrance
Base Bid • Roadway widening along the east side of Jackson Pike (SR 104), removal of a portion of the existing Scioto Grove Metro Park entrance drive and construction of a new park entrance drive to align with the construction of a realigned portion of Holton Road. Columbus Street Extension
Base Bid • Construction of a new roadway connecting existing Columbus Street west of Broadway to a termination point to the northwest. The proposed roadway improvements will include subgrade stabilization, full depth asphalt pavement, brick roadway, brick walks, concrete walks, landscaping and street lighting system. • Construction of a new parking lot. The proposed parking lot improvements will include construction of a new dumpster enclosure, new access drives, lighting and landscaping. • Extensive underground infrastructure including 24-inch and smaller storm sewers, underground stormwater storage chamber system, 8-inch waterline extension and utility duct bank are included in the scope of the improvement. • Construction of a new at-grade railroad crossing and removal of the existing railroad crossing on Grant Avenue. Additional Bid 1 • Construction of an additional underground stormwater storage chamber system. Additional Bid 2 • Railroad crossing improvements on Southwest Boulevard. The estimated costs of construction for the work outlined in the plans and specifications for the various bids are: Base Bid: $ 2,925,000.00 Additional Bid 1: $ 260,000.00 Additional Bid 2: $ 301,000.00 A virtual pre-bid conference will be conducted via Web-Ex at 10:00 am on September 23. Attendance at the pre-bid conference is not mandatory, but is strongly encouraged due to the coordination which must occur between this improvement and other ongoing projects. Those interested in attending the pre-bid meeting shall RSVP at least 24 hours in advance to sspencer@emht.com to receive a link to the meeting. An in-person site pre-bid meeting will be conducted specifically for work to occur within the railroad R/W. This meeting will be conducted at 10:00 am on September 24th. The meeting will commence at the intersection of Grant Avenue and Front Street. A Waiver and release of liability for the railroad will need to be completed and provided before or at the meeting to participate and enter upon railroad property.
