The City of Hilliard Recreation and Parks Department is seeking proposals to replace a 2004 Eldorado Aero Elite, twenty-eight passenger bus on a Chevy C5500 chassis, with a gas 8.1 GM engine. The City desires to replace the Current Unit with a new unit that meets the following specifications: • 30-passenger (up to 32 passenger) bus, to include a chair lift and two accessible spots • Heavy duty chassis to carry the load of passengers • Above head storage (open) • Plenty of grab rails (enter & exit) • Robust heating and cooling to serve passengers • Back-up camera • PA for inside bus • Lap belts for passengers • Upgraded driver's seat The City is requesting two quotes that include the specifications above: 1. ***NOTICE: Addendum No. 1 was issued on 1/22/2024*** The 2024 City of Hilliard Street Maintenance & Rehabilitation Program (SMRP) consists of mill and asphalt concrete overlay, microsurfacing, pavement repairs (partial and full depth), pavement marking, curb and gutter repair, sidewalk repair, and ADA-compliant curb ramps. A Location Map is provided showing the location and scope of work. Items 1-46 in the Bid Schedule relate to the pavement maintenance work. Also included as part of this bid: 1. Davidson Road Crosswalk Improvements which include adding pedestrian crossings, improvements to existing crossings, microsurfacing, pavement markings and ADA curb ramp repairs. Items 47-92 in the Bid Schedule relate to the crosswalk improvements. 2. Britton Parkway/Davidson Road Roundabout Improvements which includes constructing an island protected crosswalk, modifications to splitter islands and existing crosswalks, planing and resurfacing, installation of raised crosswalks and pavement marking. Davidson Road Traffic Signal ADA Modifications 2024 (CIP T-154)
This project includes retrofit installation of accessible pedestrian signal accommodations, construction of ADA-compliant curb ramps, pavement marking, and traffic signal maintenance items at two signalized intersections on Davidson Road in Hilliard, OH. Both signals are located within school zones. Bidders shall note MOT requirements indicated in the plans. The Engineer's Estimate for this Bid is $335,000. No bid will be accepted if it exceeds the City Engineer’s estimate by more than ten percent (10%). The Final Completion Date is August 16, 2024. Extension of this completion date may be approved in the event of a documented supply chain material delay, and the extension will be granted only for work items related to the material delay. A Notice to Proceed is expected to be issued by January 31, 2024. For informational purposes, pavement microsurfacing is tentatively planned on Davidson Road in 2024 as part of the City's annual Street Maintenance & Rehabilitation Program (SMRP). Final marking of crosswalks associated with this project shall be coordinated with the SMRP. Paint (Item 642) and Thermoplastic (Item 644) are both included in the bid schedule; material type will be as directed by the Engineer, depending on schedule of both projects. CIP S-37 2023 Sanitary Sewer CIPP Lining Project
The 2023 Sanitary Sewer CIPP Lining Project (CIP S-37) consists of cleaning, televising, and CIPP lining of 8-inch sanitary sewer. The Base Bid includes approximately 3,637 linear feet of sewer located primarily in the rear yards on Hillcrest Street N., Hillcrest Street E., Hillcrest Street S., and Midlane Drive. The sewers in Alternate #1 include approximately 1,760 linear feet of sewer located in front yards along Westbrook Drive, Linkous Court, Carroll Court, and Owens Court. By-pass pumping will be required to install the liner. Traffic control will be required to maintain local traffic in the residential area. The as-built plans for the sanitary sewers to be lined in the Base Bid are included for the bidder's reference as P-0024A, Hilliard Heights Subdivision, Sections 1,2, & 3 in the Attachment List. The as-built plans for the sanitary sewers to be lined in Alternate #1 are included for the bidder's reference as P-0225 - Hilliard Heights Subdivision, Section #4 in the Attachment List. The purpose is to serve the City’s requirements for non-alcoholic beverages at various City owned facilities. RFP - Recreation and Wellness Center Cafe/Juice Bar Operator
The City of Hilliard (the “City”) is in the process of building a new 110,558 square foot recreation and wellness center (“The Well”) anticipated to open in Summer 2025 located at 3993 Cosgray Road. This Request for Proposal is for the provision of café-type service at The Well. The City requests qualified companies to submit proposals and qualifications for consideration in the selection for a private entity to operate a 234 sq foot (13’ x 18’) café-style space that includes a grab and go refrigerated area, in the main entrance lobby of The Well, located adjacent to The Well front desk operations and the OSU Wexner Medical Center. Center Street Modifications (T-157) and Main Street Resurfacing (T-121) - See Plan #P01006 This project includes pavement correction of Center St and Main St intersection to fix existing drainage issues. Project also includes the installation of a median island on Center St in order to fully close Center St between Main St and Wayne St along with curb ramps and crosswalk improvements. Project includes resurfacing of Main St for approximately 0.45 Miles. Items 1-71 in the Bid Schedule relate to the Center/Main St Improvements. 2. Wayne Street Sidewalk (T-133) - See Plan #P01009 This project consists of adding a 5' sidewalk along the Northwest side of Wayne St between Madison Street and Franklin Street. Items 72-93 in the Bid Schedule relate to the Wayne Street Sidewalk Project. The Engineer's Estimate for this Bid is $750,000. No bid will be accepted if it exceeds the City Engineer’s estimate on the base bid by more than ten percent (10%). On Page 12 of the Center Street Modifications and Main Street Resurfacing Plan #P01006, the allowable closure will be changed to a maximum of 14 calendar days. All work at the intersection of Center Street and Main Street must be complete and back to intermediate course by May 24, 2024. For the balance of work related to this project, no work can be conducted on Thursdays after Memorial Day, July 3-5, 2024, or the week of the Franklin County Fair. 2023 Sanitary Sewer Cleaning and CCTV Program, Part 1 (CIP S-33)
**Notice: Addendum No. 1 was issued on 6/8/2023. ** The 2023 Sanitary Sewer Cleaning and CCTV Program, Part 1 (CIP S-33) (the “Project”) consists of a Base Bid for cleaning and televising 39,659 LF of sanitary sewer in the City of Hilliard, Ohio ranging from 8-inch to 15-inch diameter. Sanitary sewers are located within public right of way and backyard easements. Heavy cleaning may be required in approximately 20-percent of the sewers. Traffic control may be required to perform work in some areas. In addition, heavy cleaning and televising of 512 LF of 24-inch diameter storm sewer is included in the Base Bid. The storm sewer is located in a wooded area that can be accessed through an abutting apartment complex parking lot. Alternative Bid items for the cleaning and televising of 9,965 LF of 8-inch diameter sanitary sewer will be included in bid. The project will be awarded on the Base Bid amount. The Engineer's Estimate for the Base Bid is $164,413.00. No bid will be accepted if it exceeds the City Engineer’s estimate on the Base Bid by more than ten percent (10%). Cosgray Road Extension (CIP RP-7/T-86)
**NOTICE: Addendum No. 02 was issued on 6/2/2023** **NOTICE: Addendum No. 01 was issued on 5/23/2023** This project consists of 0.75 miles of new roadway from Alton & Darby Creek Road (CR-272) to the intersection of Cosgray Road (CR-39) and Scioto Darby Creek Road (CR-29) in Hilliard, Ohio. Improvements include two single lane roundabouts, one multi-lane roundabout, multi-use paths, street lighting, fiber conduit, signing, pavement marking, drainage improvements, waterline, and landscaping. The Engineer's Estimate for the Bid is $12,455,000. No bid will be accepted if it exceeds the Engineer’s Estimate by more than ten percent (10%). Contract Award is anticipated by the end of July 2023. Final Completion Date for the Project is October 31, 2024. Bidders shall carefully review the MOT requirements, including phasing and timing of allowable street closures and disincentive assessments for exceeding allowable closure limits. Plan are currently being routed for all signatures. Fully signed plans will be issued upon award of the project. CAD basemap files are provided in the attachment list to assist in preparation of bids. This project is being funded through a combination of local funds and OPWC funds. State prevailing wage applies to this project. There is no DBE goal. Bidders are required to review and certify the OPWC Proposal Notes in the attachment list. This project is located within the Big Darby Watershed and all erosion & sediment control during construction shall be strictly enforced. The successful bidder shall comply with the Storm Water Pollution Prevention Plan (SWPPP), which is provided in the attachment list below. The City of Hilliard is in the process of obtaining several permits. The special specifications provide details on these permits and contractor requirements.
