2023 Hilliard Street Maintenance & Rehabilitation Program (CIP T-121)
**NOTICE: Addendum No. 2 was issued on 3/31/2023** **NOTICE: Addendum No. 1 was issued on 3/27/2023** The 2023 City of Hilliard Street Maintenance & Rehabilitation Program (SMRP) consists of mill and asphalt concrete overlay, microsurfacing, cape seal, crack sealing, pavement repairs (partial and full depth), pavement marking, curb and gutter repair, sidewalk repair, and ADA-compliant curb ramps. A Location Map is provided showing the location and scope of work. Items 1 - 59 in the Bid Schedule relate to the pavement maintenance work. Also included as part of this bid are modifications and maintenance/replacement work to two traffic signals on Avery Road. Work includes installation of ADA-compliant curb ramps, pedestals, and pushbuttons; replacement of school zone flashers; pavement marking; and other traffic signal maintenance items as provided in the plans entitled "Avery Road Traffic Signal ADA Modifications 2023". Clover Groff Run Stream Restoration, Phase 2 (CIP ST-38)
** NOTICE: Addendum No. 2 was issued on 3/27/2023. ** **NOTICE: The deadline date for issuing a final addendum was changed to 3/28/2023** **NOTICE: The deadline date was changed to 3/31/2023** ** NOTICE: Addendum No. 1 was issued on 3/22/2023. ** The project is located in and adjacent to Roger A. Reynolds Municipal Park, 3800 Veterans Memorial Drive, situated southwest of Scioto Darby Road and east of Alton Darby Road. The project is located within a Priority Stream Restoration Zone identified by the Big Darby Accord Watershed Master Plan. The project will employ a Natural Channel Design (NCD) approach to restore approximately 2,840 linear feet of channel. Of this total restoration reach, 2,440 linear feet will be completed using a Clean Ohio grant administered by the Ohio Public Works Commission (OPWC) and a City of Hilliard match. An additional 400 linear feet will be completed as part of the City's Small MS4 NPDES permit requirements using only City funds. The existing linear, overwide channel will be abandoned and a new channel will be constructed within a 150-feet wide excavated floodplain corridor. A cobble/gravel substrate and riffle/run/pool/glide sequence will be implemented to substantially improve instream habitat. The restored channel and a 150-feet wide floodplain will be constructed within an average 335-feet wide riparian corridor planted with robust native riparian species. Floodplain wetlands will be created within the riparian buffer to further improve water quality and provide habitat for native biota. The wetland areas will be planted with a diverse mix of native hydrophytes. The Engineer's Estimate for this Bid is $1,610,249.00. No bid will be accepted if it exceeds the City Engineer’s estimate by more than ten percent (10%). The Substantial Completion Date is January 19, 2024. The Final Completion Date is May 31, 2024. 2023-2025 Mowing, Landscaping, and Maintenance Program
The 2023-2025 Mowing, Landscaping, and Maintenance Program (the “Project”) consists of eighteen (18) different bid packages for Citywide mowing, landscaping, and maintenance services, which includes labor, equipment, and materials. Bidders are not required to bid on each package. Each package is a separate bid and each package will be awarded to the lowest and best bidder on that package for the entire three year term, taking into consideration such factors as qualifications, past performance and efficiency of the bidder along with the price of the bid. This Project includes one (1) alternate bid package that provides for a one-year contract, subject to two one-year renewals for mowing and landscape services at the I-270 Interchange. Bidders are not required to bid on the Alternate. Failure to fully and accurately complete the Bidding Forms shall be considered grounds for rejecting the bid. Bids may be withdrawn at any time before the scheduled closing time for receipt of bids, but may not be modified and resubmitted. Questions about this Project should be directed to Andrew Beare, MPA, Operations Administrator, at abeare@hilliardohio.gov. Bid security in the amount of 10% of the total for each package bid on must be furnished. If a bid is accepted, a contract must be executed, and a satisfactory contract bond or security furnished, conditioned according to law, in the amount of one hundred percent (100%) of the contract price, within ten (10) days after Notice of Award. Sureties on all bonds must be satisfactory to the City. Section 129.03 of the City’s Codified Ordinances establishes a local preference program for the purchase of materials, supplies, equipment and services. The full ordinance can be found on the City’s website: www.hilliardohio.gov. This Contract may be extended for two one-year periods by an instrument in writing executed by all the parties, and subject to approval by Hilliard City Council, if required. Each extension of the Contract will be based on a review of the Contractor's performance and adherence to the requirements and provisions of the Documents listed in §1 above. The Contract Price for each extension will be negotiated prior to execution of the extension and at no time shall it exceed an increase of 3% on the previous year's contract price, and subject to the appropriation of sufficient funds. The City reserves the right to accept or reject any or all bids. Informalities in making out the bid may be waived at the option of the City.

Recreation & Wellness Center - GMP #3
**Addendum #1 has been issued. Please see attached document** This project is a new Recreation & Wellness Center and Athletic Complex for the City of Hilliard. The Recreation & Wellness Center will be approx. 105,000 GSF and will include items such as lap pool, leisure pools, gymnasium, OSU Wellness space, fitness rooms, walking track, etc. The Athletic Complex will include approx. 22 outdoor grass fields of different size, 2 of which will be synthetic turf, along with parking and a concession building. Construction for both projects is slated to start in the Spring of 2023. GMP-3: This package includes all remaining bid packages outside of Earthwork & Utilities package for the Athletic Complex along with Concrete, Steel and Roofing for the Rec Center. Cosgray Road & Woodsview Way Improvements (CIP T-84)
**NOTICE: Addendum No. 03 was issued on 10/3/2022** **NOTICE: Addendum No. 02 was issued on 9/30/2022** **NOTICE: Addendum No. 01 was issued on 9/20/2022** This project consists of the installation of a single lane roundabout at the intersection of Cosgray Road and Woodsview Way in Hilliard, Ohio. Additional work includes extension of a shared-use path on the west side of Cosgray Road south to Scioto Darby Road; resurfacing approximately 1-mile of Cosgray Road between the Heritage Trail and Latham Park using cold in-place recycling method; storm drainage & water quality; street lighting & fiber conduit; approximately 1,000 feet of 12-inch waterline; signing & pavement marking; and crosswalk improvements. The Engineer's estimate for the Project is $4,441,000. No bid will be accepted if it exceeds the Engineer’s estimate by more than ten percent (10%). Contract award is anticipated by mid-November 2022. Substantial completion date is August 15, 2023. Final completion date is May 1, 2024. This project is being funded through a combination of local funds and OPWC funds. State prevailing wage applies to this project. There is no DBE goal. Bidders are required to review and certify the OPWC Proposal Notes in the attachment list. Plan are currently being routed for all signatures. Fully signed plans will be issued upon award of the project. CAD basemap files are provided in the attachment list to assist in preparation of bids. Bidders shall carefully review the MOT requirements regarding the allowable full intersection closure in the plans. This project is located within the Big Darby Watershed and all erosion & sediment control during construction shall be strictly enforced. The City of Hilliard has obtained a US Army Corps of Engineers (USACOE) Nationwide Permit for the Project. The successful bidder shall comply with the Storm Water Pollution Prevention Plan (SWPPP) and the Nationwide Permit requirements, which are provided in the attachment list below.
