22/23-07-RFP OR-225: OR-126 to end of City jurisdiction (Springfield) ***Re-posted***
***Due to a time zone error with the previous solicitation, this is a re-posting of the solicitation with the deadline extended by one week*** OR-225: OR-126 to end of City jurisdiction (Springfield) Request for Proposal This project will develop a comprehensive design concept for the OR-225 (Franklin Blvd) corridor that improves safety and accommodates all modes of transportation. The corridor currently lacks bicycle, pedestrian, transit, stormwater, and intersection traffic control facilities. The project includes elements such intersection layout and right-of-way envelope, and potential re-alignment of an intersecting street. Traffic roundabouts are proposed at E 19th Ave, Nugget Way, and in the vicinity of the southern end of the project. Additional elements include protected bicycle facilities, lighting, and a center median and landscaping that will incorporate stormwater facilities. The design concept will also determine the future design for the underpass at the Union Pacific Railroad crossing just north of E 19th Ave. The project includes environmental (NEPA) analysis for the project envelope. The project limits are OR-126 (also Franklin Blvd) to the north and approximately milepoint 0.87 approaching a railroad overpass to the south. The project length is approximately 4,400’. This RFP is a Qualifications Based Selection (QBS) with Federal Highway Administration (FHWA) Funding. A DBE participation goal of 8.5% has been assigned for the Contract.
