Sanitary Sewer No. 897, Shoreland Ave., Holliday Dr., Washington Township
Electronic PROPOSALS for the furnishing of the necessary materials and construction of Sanitary Sewer No. 897, Shoreland Avenue, Holliday Drive, Washington Township will be received by Lucas County, Ohio, at the office of the Board of County Commissioners, One Government Center, Suite 800, Toledo, Ohio 43604, until Thursday September 2nd, 2021, 2:00 p.m., local time and at that time and place will be publicly opened.
The proposed work consists of the construction of approximately 1,363 feet of 8" Premium Joint Conduit, 6" Service Connections, Manholes, connection to existing sewers, and all other necessary appurtenances.
To access Lucas County bid opportunities through the electronic bidding service, you must first register at Bid Express by clicking on the “Register for Free” button and following the instructions. A set may be viewed at the office of the Lucas County Sanitary Engineer, llll South McCord Road, Holland, Ohio 43528.
Each BID shall contain the name of every person, firm or corporation interested in the same. Each BID shall be accompanied by a Bid Guaranty and Contract Bond, a Cashier's Check or a Money Order on a Solvent Bank or Savings and Loan Association. The Bid Guaranty and Contract Bond shall be in an amount equal to 100% of the bid, only a copy is required to be uploaded at time of bid opening on Bid Express, if low bidder, the original MUST be submitted prior to award of project OR a certified check payable to Lucas County for ten (10%) percent of the full amount of the Bid, if certified check is used, it MUST be received by Lucas County, Ohio, at the office of the Board of Commissioners, One Government Center, Suite 800, Toledo, Ohio 43604 prior to bid opening. Cashier's Check or Money Order on a Solvent Bank or Savings and Loan Association shall be in an amount equal to but not less than 10% of the BID. Each of the aforementioned shall guarantee to the County that if a contract is awarded to the bidder, he will, within ten days after the date of such award, enter into a proper and acceptable contract for the faithful performance of his work. In the event the Contractor fails to enter into a proper contract, an amount equal to 10% of the Bid Guaranty and Contract Bond or the full amount of the Cashier's Check or Money Order on a Solvent Bank or Savings and Loan Association will be forfeited to Lucas County as liquidating damages.
Upon acceptance of the work, a TWO (2) year maintenance bond in the amount of 25% of the contract will be required to guarantee such work.
Each Bidder must submit evidence of its experiences on projects of similar size and complexity. All Contractors and subcontractors involved with the project will to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required. Bidders must comply with the prevailing wage rates on Public Improvements in Lucas County, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, (614.644.2239).
The BIDDER is advised that included in the contract is a Best Bid Criteria Form. This form must be completed and submitted with the Contract Documents for the Bid Opening. On any construction, repair or renovation project that has an estimated cost of over $15,000.00, the Lucas County Board of Commissioners may determine the lowest and best bidder by considering the factors included on the Best Bid Criteria Form. On a bid by bid basis, the Board of County Commissioners reserves the right to evaluate bidder’s subcontractors using the aforementioned best bid criteria. Bidder’s are strongly encouraged to review the established criteria with subcontractors the bidder is contemplating employing during the project. The consideration of these factors in no manner limits the Lucas County Board of Commissioners discretion in awarding contracts.
All BIDDERS should be aware that this project may be subject to the Lucas County Board of County Commissioner’s Project Labor Agreement Policy.
The Board of Lucas County Commissioners may reject any and all of the bids on any basis and without disclosure of a reason. The failure to make such a disclosure shall not result in accrual or any right, claim, or cause of action by any unsuccessful bidder against the Board of Lucas County Commissioners.

Statement of Qualifications will be received by the Board of County Commissioners (Sanitary Engineering – Solid Waste Management Division) of Lucas County, Ohio, at its office at 1011 Matzinger Road, Toledo, Ohio 43612 or emailed to jriley@co.lucas.oh.us until 4:00 PM local time on August 31, 2021 for architectural/engineering services for the Hybrid Material Recovery Facility (MRF) improvements: (including building structure, site improvements and recycling sorting equipment at the existing transfer site in Toledo, Ohio)
Interested firms are invited to submit a Statement of Qualifications (SOQ) for the above referenced project and shall contact Julie Riley, Solid Waste Project Manager at jriley@co.lucas.oh.us for information to include in the submitted SOQ.
