Public Works may award up to a total of eight contracts for the areas indicated in the chart below. Each area will be evaluated and awarded separately. These contracts have been designed to have a potential maximum contract term of 19 years, consisting of an initial 10-year term and potential additional three 3-year option renewals. Maximum Number of Contracts to Each Company (Part I, Section 5.A, Award of Contract) The objective of this solicitation is to ensure maximum competition among qualified proposers, therefore, after completion of the evaluation of submitted proposals per Part I, Section 5, Evaluation of Proposals, of the RFP, the County intends to award contracts based on the following limitations: • No one proposer shall be awarded both a designated Small Service Area and another Service Area. o Two or more proposers that are part of a single parent company shall be jointly subject to these criteria and cannot be awarded both a designated small Service Area and another Service Area. • No one proposer shall be awarded more than forty-nine (49) percent of the aggregate Service Areas total weekly service levels. Multiple Service Areas Service Rate Discount (Part I, Section 5.E.1, Total Proposed Annual Amount Contract Services) If the proposer submits a proposal for multiple Service Areas, proposer shall indicate whether it will offer a discount to all proposed service rates if it were to be awarded contracts for more than one Service Area (subject to Maximum Number of Contracts to Each Company as indicated in Part I, Section 5.A, Award of Contract). If a discount is offered, proposer shall indicate the percentage that all proposed service rates will be reduced by on Form PW-26, Proposal Submission Form. This percentage shall be applied to the Total Proposed Annual Amount Contract Services evaluation category as described in Part I, Section 5.E.1 for each Service Area the proposer has submitted a proposal. The Preliminary Ranking as described in Part I, Section 5.E.7, Preliminary Ranking, shall determine if the discounted service rates shall apply to the final evaluation results. In the event the Preliminary Ranking results in the proposer being highest rated in more than one Service Area, the proposer’s discounted proposed service rates will continue to be used to determine the final scores for the Total Proposed Annual Amount Contract Services evaluation category. Conversely, in the event the Preliminary Ranking does not result in the proposer being highest rated in more than one Service Area, the proposer’s original non-discounted proposed service rates will be used to determine the final scores for the Total Proposed Annual Amount Contract Services evaluation category. Additionally, a proposer that is a Joint Venture must either meet the 3 years of experience requirement while operating as a Joint Venture within the United Sates or the portion of the Joint Venture that is to perform the physical services, reporting, and recordkeeping required in this contract must meet the experience requirement indicated above. This information must be identified in the proposal and must be included in Form PW-20, Proposer's Compliance with the Minimum Mandatory Requirements of the RFP. 2. Proposer must possess the required valid Waste Collector Permit naming the proposer as the permittee or a copy of the application for a Waste Collector Permit naming the proposer as the permittee issued by the County of Los Angeles Department of Public Health at the time of proposal submission. This information must be identified in the proposal and must be included in Form PW20, Proposer's Compliance with the Minimum Mandatory Requirements of the RFP.
