The County's LSBE, DVBE, and SE Preference Programs require firms to complete a certification process to receive certain benefits allowed only for LSBE, DVBE, and SE, such as a 15 percent price preference, not to exceed $150,000, when applicable, and LSBE Prompt Payment Program. Minimum Mandatory Requirements: At the time of proposal submission, proposers must meet all minimum requirements set forth in the RFP documents including, but not limited to: 1. Proposer must have a minimum of 3 years of experience within the United Sates collecting and managing refuse and recyclable materials from commercial and multi-family properties utilizing automated collection vehicles. Additionally, a proposer that is a Joint Venture must either meet the 3 years of experience requirement while operating as a Joint Venture within the United Sates or the portion of the Joint Venture that is to perform the physical services, reporting, and recordkeeping required in this contract must meet the experience requirement indicated above. This information must be identified in the proposal and must be included in Form PW-20, Proposer's Compliance with the Minimum Mandatory Requirements of the RFP. 2. Proposer must possess the required valid Waste Collector Permit naming the proposer as the permittee or a copy of the application for a Waste Collector Permit naming the proposer as the permittee issued by the County of Los Angeles Department of Public Health at the time of proposal submission. This information must be identified in the proposal and must be included in Form PW20, Proposer's Compliance with the Minimum Mandatory Requirements of the RFP. Additionally, if a proposer is a Joint Venture, either the Joint Venture itself or the portion of the Joint Venture that is to perform the physical services, reporting, and recordkeeping required in this contract must possess the required valid Waste Collector Permit. 3. Proposer must also submit a Proposal Guaranty as outlined in Part I, Section 3.A.15., Proposal Guaranty. This information must be identified in the proposal and must be included in Form PW-20, Proposer's Compliance with the Minimum Mandatory Requirements of the RFP.
