NOTICE OF REQUEST FOR INFORMATION SURVEY FOR CONTRACTED WASTE HAULERS PROVIDING TRASH COLLECTION AND RECYCLING SERVICES INTRODUCTION PLEASE TAKE NOTICE that Public Works is inviting responses from various private waste haulers to determine the extent of interest and request feedback regarding trash, recycling, and organics collection services contracts in the Acton/Agua Dulce and Antelope Valley communities. This is a Request for Information (RFI) only and not a solicitation or offer to contract with any respondent. This RFI is issued solely for information gathering and planning purposes. Submission of a response does not bind the County or respondent to any agreement for service or any other work. This does not constitute a Request for Proposals (RFP), Request for Statement of Qualifications (RFSQ), Invitation for Bids (IFB), or a promise to issue a solicitation now or in the future. The information obtained as a result of this RFI, may be used by the County to prepare and release a future solicitation (e.g., RFP, RFSQ, IFB, or another procurement method) to solicit proposals. The County may elect to take no further action. Public Works seeks information only and will not provide any reimbursement to respondents to this RFI for their costs incurred in providing a response. BACKGROUND Los Angeles County Public Works oversees solid waste collection services in Los Angeles County unincorporated areas, except areas in the Acton/Agua Dulce and Antelope Valley that are receiving services under an open market system. This system allows residential customers using wheeled plastic carts to arrange for services directly with a waste hauler without County involvement. New laws affecting solid waste management have evolved including SB1383, which requires jurisdictions to provide organics collection services to the communities they serve. As such, Public Works is proposing to implement a permanent and sustainable solid waste collection system for approximately 100,000 residents in the Los Angeles County unincorporated areas of the Antelope Valley that will allow consistent service levels and rates, as well as County involvement that will ensure compliance with State requirements. PURPOSE OF THIS REQUEST FOR INFORMATION Through this RFI, Public Works invites responses from all interested private waste haulers that provide residential trash, recycling, and organics collection services to assist the County in its efforts to implement a sustainable solid waste collection system in the Los Angeles County unincorporated areas of Antelope Valley. RESPONSES This RFI invites waste haulers that provide trash, recycling, and organics collection service in wheeled plastic carts to submit their contact information to be notified if Public Works releases a solicitation for such services for the County. This RFI also invites respondents to submit their response and any concerns or suggestions regarding why its company would or would not be interested in submitting a proposal in response to a solicitation. Responses shall be submitted in a standard business letter format including the company's letterhead and contain the foregoing information. In order to facilitate the analysis of responses to this RFI, respondents shall prepare their submissions in accordance with these instructions. Submissions shall be prepared as simple as possible and shall clearly be written in the English language. Inadequate, incomplete, or otherwise nonresponsive responses, as determined in the County’s sole judgment, will be disregarded. There are two parts/categories to this RFI and respondents must include the following items in their response: 1. Contact Information 1. Name of company, address, phone number, and fax number 2. Name of contact person, address, phone number, and e-mail address 3. Name of the service.   2. Response to the following questions 1. Would your company be interested in submitting a proposal to provide exclusive trash, recycling, and organics collection services for this area? 2. What would be the minimum contract term that your company would consider to submit a proposal? 3. If Public Works proposed a 25-year contract term, would your company be willing to build a Materials Recovery Facility and/or Transfer Station in the area if awarded the contract? 4. The Antelope Valley may be divided into multiple service areas, each with its own contract. Please indicate the minimum number of customer accounts that your company would require to bid on a service area. 5. Would your company be more interested in providing a proposal if servicing commercial accounts was also included in the exclusive agreement? 6. If Los Angeles County bills customers for trash collection services on their property tax (i.e., Garbage Disposal Districts) and pays the waste hauler, would this be your company’s preferred payment method compared to the waste hauler billing each customer directly, such as the County's exclusive residential franchise contracts? 3. Optional Interview/Clarification The County may, at its option, invite one or more respondents to make a written or verbal clarification, presentation, and/or participate in an interview. The deadline to submit responses to this RFI is Monday, October 12, 2020, by 5:30 p.m. THE RESPONDENT MUST SUBMIT THEIR RESPONSE ELECTRONICALLY USING ONE OF THE TWO FOLLOWING METHODS: Electronic Submission of Response 1. Responses may be submitted via e-mail to Messrs. David Pang at dpang@pw.lacounty.gov, or Danny Medina at dmedina@pw.lacounty.gov, by or before the submission deadline. 2. In lieu of submitting a response via e-mail, you may submit a response electronically on www.bidexpress.com, a secure online bidding service website. To submit your responses electronically, register with BidExpress, by the due date above. A new registration page must be signed, notarized, and received by BidExpress Customer Support for processing before the due date. There is a nominal service fee to use BidExpress. Please note, each upload of file in BidExpress is limited to 10 MB per file up to 50 files for a total of 500 MB. Responders shall plan ahead and allow sufficient time to account for the file size limitation before the response submission deadline to complete the uploading of response files. If responder submits a response through BidExpress, responder should not send hard copies, CDs, or any other materials to the County via mail. Public Works will review the responses to this RFI and will determine if an RFP will be released in the near future. If Public Works does decide to release an RFP or another procurement method, companies responding to this RFI will be notified using the contact information obtained from this RFI. Responses to this RFI shall become the exclusive property of the County. Information provided will be analyzed and may appear in various reports or in a future contract solicitation unless appropriately marked as "proprietary" or "trade secret." The County will not be responsible for the disclosure of any such information, record, or part thereof, if disclosure is required or permitted under the California Public Records Act or as otherwise provided by law.
