INTRODUCTION PLEASE TAKE NOTICE that the Los Angeles County Public Works (Public Works) is releasing this Request for Information (RFI), requesting information from vendors regarding availability of Light Emitting Diode (LED) luminaire equipment and technology that meets the County's LED Roadway Luminaire Specifications as detailed in Attachment A while meeting a 2200 degrees Kelvin (K) color temperature. This is an RFI only and not a solicitation or offer to contract with any respondent. Submission of a response does not bind the County or respondent to any agreement for services or any other work. This does not constitute a Request for Proposals (RFP), Request for Statement of Qualifications (RFSQ), Invitation for Bids (IFB), Purchase Order (PO), or a promise to issue a solicitation now or in the future. The information obtained as a result of this RFI may be used by the County to prepare and release a future solicitation to solicit proposals to perform the services described in this RFI. The County may also elect to take no further action. Public Works seeks information only and will not provide any reimbursement to respondents to this RFI for their costs incurred in providing a response. Public Works is seeking information related to the potential conversion of County-owned streetlight fixtures from high pressure sodium vapor (HPSV) luminaires to LED luminaires at a specific color temperature of 2200 degrees Kelvin. Through this RFI, Public Works invites all interested companies that provide streetlight luminaire technology to comment and respond. Vendors seeking to submit information responsive to this RFI about products, services, or systems that they have knowledge of, are invited to submit a formal response in writing as outlined in the Responses Section. BACKGROUND Public Works is seeking information regarding LED streetlight luminaires at 2200K color temperature. The LED luminaires must also, to the best of ability, meet or exceed Los Angeles County’s current LED specifications for luminaires as specified in Attachment A, LED Roadway Luminaire Specifications. Note, the current standard specification in Attachment A is for 3000K LED luminaires. A vendor may submit product or technology information that meets most, but not all of the standard specifications due to potential physical limitations of 2200K luminaires. Public Works acquired approximately 40,000 streetlights from Southern California Edison and is upgrading the streetlights from HPSV to LED luminaires to be completed in phases ending December 2022. Some communities in Los Angeles County have requested a lower color temperature LED conversion than the County standard to preserve HPSV color temperature. See Attachment A for the County’s LED Specification. RESPONSES Public Works invites responses from vendors who have product and technology information regarding low color temperature 2200K LED luminaires that meet the County's required specifications in all, or most, regards. The content structure is as follows: 1. Title Page The title page shall show the vendor's name, contact person, title of the RFI, local address, telephone number, fax number, e-mail address, and date of submittal. 2. Table of Contents A comprehensive Table of Contents shall list all material included in the responses. 3. Letter of Transmittal A point of contact for the vendor should be provided including name, address, phone number, and e-mail address. The letter must include a brief statement of the vendor's understanding of the RFI, and a list of names of individuals authorized to make representations for the vendor, including their titles, addresses, e-mail addresses, and telephone numbers. 4. Corporate Information and References a. Corporate or company name and headquarters' address b. Address/other contact information of nearest corporate or company office to downtown Los Angeles, California c. Number of years in business d. Describe principal business for Respondent and its team members (if any) e. Description of product solutions offered by the business f. Briefly describe any similar LED luminaire products the Respondent has implemented, and lessons learned from the effort(s). 5. Description product specifications Provide documentation for the product specifications in all categories included in the Los Angeles County LED specifications. Product literature and prepared marketing materials may also be included and is encouraged. Because these materials will be read and utilized by a wide range of people with varying levels of technical knowledge, please include layman’s terms and explain technical concepts and acronyms. An onsite follow-up demonstration of your proposed solutions may be requested by Public Works, which will not exceed two2 hours in duration. Please provide the following information requested below: a. LED Specifications Produce luminaire specifications: theoretical, prototype, or an existing product catalogue that identifies luminaires that most closely meets the County’s LED specifications at a color temperature of 2200K. b. Production Describe readiness to manufacture low color temperature luminaires and cost estimates to purchase. 6. Estimated costs provided in the RFI Any costs estimated for the purpose of this RFI are considered for research purposes only and are nonbinding to either the respondent or County of Los Angeles. This document being an RFI, costs can be an estimation within an order of magnitude. 7. Additional Information Additional information that is not presented elsewhere must appear in the last Section of the response and be labeled "Additional Information." If there is no additional information the vendor wishes to present, this Section will consist of the statement: "There is no additional information we wish to present." SUBMISSION OF RESPONSE AND DEADLINE In order to facilitate the analysis of responses to this RFI, vendors should prepare their submissions in accordance with these instructions. It is the sole responsibility of each vendor to ensure that its response is complete, accurate, and responsive to each inquiry. All responses submitted to the County in response to this RFI shall be clearly written in the English language. Inadequate, incomplete, or otherwise nonresponsive responses as determined in the County's sole judgment will be disregarded. Responses should be submitted electronically via e-mail, preferably in PDF format. The deadline to submit responses to this RFI is Tuesday, September 7, 2021, by 5:30 p.m. If your firm does not respond to this RFI on or before the deadline set forth above, Public Works will presume your firm either does not meet the requirements outlined herein or is not interested in responding to this RFI. All respondents to this RFI will be placed on a notification list for a possible future solicitation by Public Works. Failure to respond to this RFI will not disqualify any firm from being considered in future solicitations. The County shall not, in any way, be liable or responsible for the disclosure of any such record, or any parts thereof, if disclosure is required or permitted under the California Public Records Act or otherwise by law.
