2026-31 Asphalt Resurfacing Project (E4 05/26-162U)
The City of Charleston, WV (the City) is soliciting bids from
qualified contractors for the resurfacing of various city streets for an
estimated total of 250,000 Square Yards of milling and 21,000 Tons of HMA Asphalt.
The work generally includes, but is not limited to, milling of existing asphalt pavement, placement of hot mix asphalt (HMA), and all labor, materials, equipment, and incidentals required to complete the work in accordance with the project specifications.

A Mandatory Pre-bid conference for the purpose of discussing and clarifying the project drawings and specifications will be held at Charleston City Engineering office at 114 Dickinson Street, Charleston WV 25301 on Tuesday, May 5, 2026, at 1:00 p.m.

These specifications are intended to describe the necessary maintenance of the Kanawha River riverbank riprap from the Union Building located at 723 Kanawha Boulevard, East, to the north side of the 35th Street Bridge (covering 2.6 miles in distance). The details contained in the following specifications are not designed to exclude any company from bidding but are offered as a means of describing the needs of the City of Charleston. All specifications are minimum requirements unless otherwise stated. Any deviations from the stated specifications must be described in detail. The merit of such deviations will be considered regarding the City of Charleston’s intended use.
