            RFP 27-14 ARCHITECTURAL ASSESSMENT AND STRATEGIC PLAN DEVELOPMENT

The City of Hammond Fire Department (HFD) is seeking proposals from qualified architectural and planning firms to provide a comprehensive Architectural Assessment and Strategic Plan Development. The goal of this initiative is to assess the strategic use, physical condition, and geographic placement of current fire department facilities and to develop a roadmap for facility optimization. The resulting plan should support the HFD’s ability to maintain superior response times and service delivery as the community grows, including recommendations concerning the replacement and/or expansion of current facilities and services. The selected Proposer will partner with the Hammond Fire Department to lead a Comprehensive Needs Assessment and Strategic Planning process. The work shall combine operational data, stakeholder input, facility information, and future growth projections to develop a practical roadmap supporting readiness, resilience, and responsible investment. The Proposer shall also complete a full assessment of existing facilities.

This specification covers the furnishing of material, labor and equipment to furnish, remove, and replace 125 6x8x8’6” crossties and 13 switch ties. Also surfacing of track toward Home Depot, cleaning switches, and tightening bolts in crossing at Wilbert Dangerfield Rd. Provide material, labor and equipment to repair damaged roundabout brick wall (2nd roundabout just south of I-12 where the on/off ramps intersect). Original plans and pictures of damaged roundabout brick wall are attached to RFP for reference. Quote is for roundabout repairs only, no landscaping. Safety is priority! Contractors visiting site are urged to wear high visibility clothing and be alert for self-safety while at site to obtain measurements and information needed to provide quote. Sewer System Evaluation Survey (SSES) of about 39 miles of existing sewer mains and 750 EA SSMH's, followed by rehabilitation of existing sewer collection system deficiencies including Cured-in-place-pipe lining of about 78,600 LF (8"-24" diameter) sewer mains; 83 EA Main line Point Repairs (8"-24''); 250 EA Service line Point Repairs; rehabilitation of about 180 EA Sewer Manholes; 120 EA Watertight manhole covers; associated post-CIPP CCTV work; backfill, limestone, PC concrete paving, traffic and erosion control; and other tasks as shown on the drawings, indicated on the Bid Form, or reasonably implied.

This contract shall remain in effect for a period of twelve (12) months from Proposal award date. Contingent upon the ability of the successful proposer to
