The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state's roads, bridges and tunnels, and has the third-largest state-maintained highway system in the country, behind Texas and North Carolina.  

VDOT procures professional services contracts for transportation projects through competitive negotiation, a selection method defined in the Virginia Public Procurement Act (VPPA) §2.2-4300, and in accordance with the Department’s most current professional services procurement manual.

The Virginia Department of Transportation is seeking expressions of interest from consulting engineering firms who wish to be considered to provide professional engineering services will include, but not be limited to providing geotechnical services including, but not limited to: Geotechnical site, subsurface reconnaissance and investigation, geophysical investigations, geotechnical instrumentation, laboratory testing services, and geotechnical analyses, designs, or review work in both soil and rock terrain. The work also will include report preparation and review, review of geotechnical construction plans, specialty inspection of geotechnical construction, geotechnical and geological data entry, Global Positioning System (GPS)/Geographic Information System (GIS) services; and consultation requiring specific expertise in the areas of highway engineering pertaining to soft ground, embankments, slopes, foundations in soil and/or rock, soil- and rock-structure interaction, bridge foundations, retaining structures, reinforced soils, drainage structures, and geotechnical instrumentation. All field exploration, laboratory work and reporting shall be in accordance with the current version of VDOT’s Manual of Instructions. The Consultant will be responsible for the management and coordination of all activities and issues associated with the planning, permitting, and execution of geotechnical activities for each specific project. The Project, located in the City of Richmond, Virginia, includes superstructure replacement and substructure rehabilitation of five structurally deficient bridges over I-95: 1st Street Bridge, 4th Street Bridge, 5th Street Bridge, 7th Street Bridge, and Broad Street (Rte. 250) Bridge. The proposed Project will replace the bridge superstructures, not only to eliminate the structural deficiencies, but also to increase the vertical clearance to a minimum of 15 feet at each bridge. The width and length of the bridges will not be increased as part of this project. Substructure rehabilitation/repair will be performed on these structures.
