RFP for Southeast San Rafael Specific Plan
The City of San Rafael is issuing this Request for Proposals (RFP) to solicit proposals from qualified consultants to provide:
-Consulting services for preparation of the Southeast San Rafael Specific Plan.
-Environmental Review and Technical support services related to the Southeast San Rafael Specific Plan.
This RFP covers the completion of a Specific Plan for the Southeast San Rafael/Canal Priority Development Area. The City was awarded a One Bay Area Grant (OBAG) in July 2023 to undertake this project and seeks a consultant or consulting team to prepare the Plan, CEQA documentation and related technical studies.
The City invites interested consulting firms and individuals to submit proposals for consideration. Interested proposers are required to return all required requests for proposal documents as part of their submitted proposal. Any proposer who wishes their proposal to be considered is responsible for making certain that the proposal is received in the Community and Economic Development Division office by the proper time. Proposals received after the scheduled submittal deadline will be rejected.

City Hall Tenant Improvement Garden Level
The intent of this tenant improvement project is to repurpose the first floor of the San Rafael City Hall building to accommodate a variety of government service uses. The previous use for this floor was a City police department. The space is no longer occupied for that purpose. The project will also provide public interface at one of its two entries at the west end of the floor, where a secure entry foyer will be created with access to two service windows.
Note that the floors above the first floor must remain in continuous fully functioning operation during demolition and construction at the first floor. The floors above have access and egress that is separate from the first floor space. A mandatory walk-through of the building with City staff is required as part of the bidding process in order to understand and determine how this continuous operation will be provided.
The public access entry foyer will be converted to a one-hour fire rated space to reflect current code requirements. This will require treatment as shown in the documents at the ceiling, as well as the walls and doors. The new and existing walls and doors in this entry foyer will also be constructed to provide bullet-proof safety characteristics as defined in the drawings and specifications. As will the two service windows. The elevator entry will be provided with a new elevator smoke curtain, as specified in the documents.
A continuous new hallway between the entry foyer and a one-hour vestibule at the east end of the building will be provided by adding full height walls at selected locations. The one-hour vestibule will also require treatment as shown in the documents at the walls, ceilings and doors to provide the required rating. Note that this one-hour vestibule and the hallway do not require bullet-proofing treatment.
Other scope-of-work elements to be aware of:
Selective demolition needed to prepare the floor for new work.
Design/Build Mechanical, Electrical and Signal work to meet the needs of the City, and satisfy Fire and Life Safety code requirements are part of the scope of work.
An add-alternate is included in the documents for the build-out of the break room space. This add alternate also includes new water, drain and venting work.
No work is contemplated in the existing locker/toilet room spaces, except as required to coordinate mechanical, electrical and signal work in these spaces with new work elsewhere on the floor.

Request for Proposal Goat Grazing Services
The City of San Rafael (City) hereby requests proposals for professional goat grazing services for our open space regions within the City for the 2022 vegetation management season. This work is intended to mitigate hazards in open space areas by significantly reducing vegetation that fuels wildfires and the subsequent soil erosion and run-off of burned areas.
Professionals shall be duly registered and licensed for their discipline within the State of California. Work will include: engineering review and support for land development, mainly private development projects, subdivisions (lot line adjustments, major and minor) and site plans (residential, commercial, industrial and mixed use). ALBERT PARK PREFABRICATED ADA RESTROOM BUILDING INSTALLATION
The project includes the site preparation, installation of utilities, flatwork, and miscellaneous site features for the installation of a prefabricated restroom. The contractor will coordinate the installation with the prefabricated restroom manufacturer who will furnish the prefabricated restroom (already purchased by the City). The manufacturer will provide the crane for the installation, but the contractor will be responsible for all other details including traffic control, flagging, and site fixtures. Vegetation Management - Roadside Clearance (San Rafael Fire Department)
The City of San Rafael, through its Fire Department (“City”), is soliciting proposals from qualified and licensed tree service contractors, that are duly registered and licensed with either a C61-D49 or C27-D49 license in the State of California, to provide large-scale roadway fuel reduction and vegetation clearance Roadside Clearance along City Maintained Roads services within City right of way in multiple neighborhoods The roadways are part of the Picnic Valley, Bayside Acres, Bret Harte, Country Club, Dominican, Mont Marin, Gerstle Park, California Park, Montecito, Rafael Meadows and Santa Venetia neighborhoods. The vegetation work will include work alongside and overhead of the roadway with a focus on limbing, thinning, and removing vegetation.
Proposals must be submitted via Bid Express. The City will not accept any hard copies of the RFP.

Third Street Rehabilitation Project
The Project is located at Third Street from Union Street to Second Street and along Second Street from Marquard Avenue to Shaver Street, including portions of Ida Street, G Street, Ritter Street, Miramar Avenue, and Miraflores Avenue as indicated in the plans. All work is within the public right of way excepting portions of a new sewer main and laterals in the Miramar and Miraflores residential community. Project improvements consist of all associated work described in the attached plans, specifications and the provisions of this document and generally described as follows:
Bid Schedule A: Project improvements include removal of existing asphalt pavement sections, ramps, sidewalk, curb, gutter, catch basins, striping, traffic signals, underground utilities and installation of new asphalt pavement, asphalt dig-outs, ADA compliant ramps, sidewalk, curb, gutter, signing and marking, storm drain system, traffic signal systems, lighting, fiber optics, coordination with utility agencies for relocation of their facilities, potholing, and striping for the roadway as indicated in the plans.
Bid Schedule B: Project improvements include removal and replacement of existing facilities, traffic control, utility location, potholing, utility and neighbor coordination as necessary for installation of sanitary sewer facilities within public right-of-way and/or easement areas.
Bid Schedule C: The work to be done includes, but is not limited to, the following: removal and replacement of existing facilities, traffic control, utility location, potholing, utility and neighbor coordination as necessary for installation of approximately 6,570 feet of 8, 6, and 4 inch welded steel, 8-inch fusible PVC carrier pipe in 14-inch welded steel casing and 2-inch copper pipe with valves, fittings and appurtenances.
The Project must be fully completed within 325 working days from the start date set forth in the Notice to Proceed. City anticipates that the Work will begin on or about February 2022, but the anticipated start date is provided solely for convenience and is neither certain nor binding.

Albert Park Fencing and Netting Project REBID
The Project is located at the Albert Park Athletic field and stadium between Andersen Drive, Albert Park Lane, and Lindaro Street. The project consists of the removal of existing fencing, installation of a 40-ft tall foul ball netting with foundations, and installing a chain-link fence around the baseball field.
