Cemetery Road/Leap Road: Signal re-wiring (vehicle heads only), removal of un-used loop detector lead-in and radar detection wiring, and installation of twelve (12) new vehicle signal heads. Dublin Road/Davidson Road: Signal re-wiring (vehicle heads, ped heads and ped pushbuttons), installation of seven (7) new vehicle head (provided by the City), installation of new pedestrian signal heads and APS push buttons, and installation of a new pole-mounted traffic signal cabinet. See sheets 6 – 7 of the Plans & Specifications. Bidders shall note the MOT requirements for each intersection included in the plans and specifications. The Engineer's Estimate for this Bid is $153,000. No bid will be accepted if it exceeds the City Engineer’s estimate on the base bid by more than ten percent (10%). The Final Completion Date is November 15, 2024. Extension of this completion date may be approved in the event of a documented supply chain material delay, and the extension will be granted only for the work items related to the material delay. ***NOTICE: Addendum No. 1 was issued on 1/22/2024*** The 2024 City of Hilliard Street Maintenance & Rehabilitation Program (SMRP) consists of mill and asphalt concrete overlay, microsurfacing, pavement repairs (partial and full depth), pavement marking, curb and gutter repair, sidewalk repair, and ADA-compliant curb ramps. A Location Map is provided showing the location and scope of work. Items 1-46 in the Bid Schedule relate to the pavement maintenance work. Also included as part of this bid: 1. Davidson Road Crosswalk Improvements which include adding pedestrian crossings, improvements to existing crossings, microsurfacing, pavement markings and ADA curb ramp repairs. Items 47-92 in the Bid Schedule relate to the crosswalk improvements. 2. Britton Parkway/Davidson Road Roundabout Improvements which includes constructing an island protected crosswalk, modifications to splitter islands and existing crosswalks, planing and resurfacing, installation of raised crosswalks and pavement marking. Items 93-141 in the Bid Schedule relate to the roundabout improvements. Final plans will be distributed at the pre-construction meeting. 3. Municipal Park Paving Project which consists of milling and resurfacing parking lots and trails, pavement markings, and signs & parking blocks. Items 142- 163. Alternate Bid - Items 164-191 The Engineer's Estimate for this combined bid is $3,855,000. This estimate does not include the alternate bid. No bid will be accepted if it exceeds the City Engineer’s estimate by more than ten percent (10%). The Substantial Completion Date for work located with a school zone is August 14, 2024. The 2023 Sanitary Sewer CIPP Lining Project (CIP S-37) consists of cleaning, televising, and CIPP lining of 8-inch sanitary sewer. The Base Bid includes approximately 3,637 linear feet of sewer located primarily in the rear yards on Hillcrest Street N., Hillcrest Street E., Hillcrest Street S., and Midlane Drive. The sewers in Alternate #1 include approximately 1,760 linear feet of sewer located in front yards along Westbrook Drive, Linkous Court, Carroll Court, and Owens Court. By-pass pumping will be required to install the liner. Traffic control will be required to maintain local traffic in the residential area. The as-built plans for the sanitary sewers to be lined in the Base Bid are included for the bidder's reference as P-0024A, Hilliard Heights Subdivision, Sections 1,2, & 3 in the Attachment List. The as-built plans for the sanitary sewers to be lined in Alternate #1 are included for the bidder's reference as P-0225 - Hilliard Heights Subdivision, Section #4 in the Attachment List. The Engineer's Estimate for the Base Bid is $162,500. No bid will be accepted if it exceeds the City Engineer’s estimate on the Base Bid by more than ten percent (10%). The project will be awarded on the Base Bid amount. The Substantial Completion Date is May 3, 2024. The Final Completion Date is May 31, 2024. The City of Hilliard (the “City”) is in the process of building a new 110,558 square foot recreation and wellness center (“The Well”) anticipated to open in Summer 2025 located at 3993 Cosgray Road. This Request for Proposal is for the provision of café-type service at The Well. The City requests qualified companies to submit proposals and qualifications for consideration in the selection for a private entity to operate a 234 sq foot (13’ x 18’) café-style space that includes a grab and go refrigerated area, in the main entrance lobby of The Well, located adjacent to The Well front desk operations and the OSU Wexner Medical Center. The Downtown Hilliard Infrastructure Improvements consists of the following projects: 1. Center Street Modifications (T-157) and Main Street Resurfacing (T-121) - See Plan #P01006 This project includes pavement correction of Center St and Main St intersection to fix existing drainage issues. Project also includes the installation of a median island on Center St in order to fully close Center St between Main St and Wayne St along with curb ramps and crosswalk improvements. Project includes resurfacing of Main St for approximately 0.45 Miles. Items 1-71 in the Bid Schedule relate to the Center/Main St Improvements. 2. Wayne Street Sidewalk (T-133) - See Plan #P01009 This project consists of adding a 5' sidewalk along the Northwest side of Wayne St between Madison Street and Franklin Street. Items 72-93 in the Bid Schedule relate to the Wayne Street Sidewalk Project. The Engineer's Estimate for this Bid is $750,000. No bid will be accepted if it exceeds the City Engineer’s estimate on the base bid by more than ten percent (10%). On Page 12 of the Center Street Modifications and Main Street Resurfacing Plan #P01006, the allowable closure will be changed to a maximum of 14 calendar days. All work at the intersection of Center Street and Main Street must be complete and back to intermediate course by May 24, 2024. For the balance of work related to this project, no work can be conducted on Thursdays after Memorial Day, July 3-5, 2024, or the week of the Franklin County Fair. The Final Completion Date is August 2, 2024. CAD basemap files are provided in the attachment list to assist in preparation of bids. This project is being funded through local funds.
