Vendors may propose all or part of full system solution either by offering all parts themselves or by subcontracting the modules or aspects they do not offer. The city will balance the functional fit of solutions offered with that of more complete solutions that reduce the ongoing burden of integration support. The city is open to considering solutions that are either fully On-Premises or fully SaaS Cloud-based but must integrate with our onsite systems and comply with our financial regulations.

Hilliard Traffic Signal Maintenance Projects 2024 (CIP T-154)
***NOTICE: Addendum No. 1 was issued on 6/6/2024*** This project consists of traffic signal maintenance activities at four intersections in the City of Hilliard. The locations and scope of work are summarized below. Detailed plans and specifications of work are provided in the attachment list below. Cemetery Road/Britton Parkway and Cemetery Road/Lyman Drive: Signal re-wiring (vehicle heads, ped heads and ped pushbuttons), removal of un-used loop detector lead-in and radar detection wiring, installation of three (3) new vehicle signal heads, and signal phasing changes. See sheets 1 – 4 of the Plans & Specifications. Cemetery Road/Leap Road: Signal re-wiring (vehicle heads only), removal of un-used loop detector lead-in and radar detection wiring, and installation of twelve (12) new vehicle signal heads. ***NOTICE: Addendum No. 1 was issued on 1/22/2024*** The 2024 City of Hilliard Street Maintenance & Rehabilitation Program (SMRP) consists of mill and asphalt concrete overlay, microsurfacing, pavement repairs (partial and full depth), pavement marking, curb and gutter repair, sidewalk repair, and ADA-compliant curb ramps. A Location Map is provided showing the location and scope of work. Items 1-46 in the Bid Schedule relate to the pavement maintenance work. Also included as part of this bid: 1. Davidson Road Crosswalk Improvements which include adding pedestrian crossings, improvements to existing crossings, microsurfacing, pavement markings and ADA curb ramp repairs. Items 47-92 in the Bid Schedule relate to the crosswalk improvements. 2. Davidson Road Traffic Signal ADA Modifications 2024 (CIP T-154)
This project includes retrofit installation of accessible pedestrian signal accommodations, construction of ADA-compliant curb ramps, pavement marking, and traffic signal maintenance items at two signalized intersections on Davidson Road in Hilliard, OH. Both signals are located within school zones. Bidders shall note MOT requirements indicated in the plans. The Engineer's Estimate for this Bid is $335,000. No bid will be accepted if it exceeds the City Engineer’s estimate by more than ten percent (10%). The Final Completion Date is August 16, 2024. Extension of this completion date may be approved in the event of a documented supply chain material delay, and the extension will be granted only for work items related to the material delay. A Notice to Proceed is expected to be issued by January 31, 2024. For informational purposes, pavement microsurfacing is tentatively planned on Davidson Road in 2024 as part of the City's annual Street Maintenance & Rehabilitation Program (SMRP). Final marking of crosswalks associated with this project shall be coordinated with the SMRP. Paint (Item 642) and Thermoplastic (Item 644) are both included in the bid schedule; material type will be as directed by the Engineer, depending on schedule of both projects. CIP S-37 2023 Sanitary Sewer CIPP Lining Project
The 2023 Sanitary Sewer CIPP Lining Project (CIP S-37) consists of cleaning, televising, and CIPP lining of 8-inch sanitary sewer. The Base Bid includes approximately 3,637 linear feet of sewer located primarily in the rear yards on Hillcrest Street N., Hillcrest Street E., Hillcrest Street S., and Midlane Drive. The sewers in Alternate #1 include approximately 1,760 linear feet of sewer located in front yards along Westbrook Drive, Linkous Court, Carroll Court, and Owens Court. By-pass pumping will be required to install the liner. Traffic control will be required to maintain local traffic in the residential area. The as-built plans for the sanitary sewers to be lined in the Base Bid are included for the bidder's reference as P-0024A, Hilliard Heights Subdivision, Sections 1,2, & 3 in the Attachment List. The as-built plans for the sanitary sewers to be lined in Alternate #1 are included for the bidder's reference as P-0225 - Hilliard Heights Subdivision, Section #4 in the Attachment List. The purpose is to serve the City’s requirements for non-alcoholic beverages at various City owned facilities. RFP - Recreation and Wellness Center Cafe/Juice Bar Operator
The City of Hilliard (the “City”) is in the process of building a new 110,558 square foot recreation and wellness center (“The Well”) anticipated to open in Summer 2025 located at 3993 Cosgray Road. This Request for Proposal is for the provision of café-type service at The Well. The City requests qualified companies to submit proposals and qualifications for consideration in the selection for a private entity to operate a 234 sq foot (13’ x 18’) café-style space that includes a grab and go refrigerated area, in the main entrance lobby of The Well, located adjacent to The Well front desk operations and the OSU Wexner Medical Center.
