Jensen Avenue Overlay and Shoulder Improvements
The work to be done consists of, in general, constructing a 4-foot-wide paved shoulder with shoulder backing, and asphalt concrete overlay on West Jensen Avenue from South Madera Avenue to South Dickenson Avenue (approximately 5.01 miles) in the County of Fresno, California. It also includes the realignment of the road’s crown line from approximately road stations 180+50 to 274+75, grind and overlay road pavement at Jensen and Dickenson intersection, reconstruction of the concrete curb islands at Jensen and Dickenson intersection for the existing traffic light poles, removal of abandoned culvert headwalls, and installation of road pavement striping, signs and other miscellaneous items as specified in the plans and specifications.
The DBE Contract Goal is 18 percent.

Biola Community Sidewalk Improvements

The work to be done consists, in general, of installing 5-foot wide sidewalks, curb ramps, approximately 2,000 linear feet of curbs and gutters, and a storm drainage system. The project work also includes reconstruction and widening of the east side of North Biola Avenue, shoulder widening on the west side of North Biola Avenue, between E Street and D Street, and a section on the north side of West C Street up to the storm drain inlet near North 7th Ave. Grinding and overlaying, or slurry sealing, is to be done on the west side of North Biola Avenue and a section of the south side of West C Street. The work also includes signage and striping throughout the work limits, relocating 2 fire hydrants, and adjusting water valve lids, storm drains, and sewer manhole lids to grade. Additive items include installing electrical conduits, conductors, decorative street lights and other appurtenant work to provide fully functioning street lights along North Biola Ave.

Fowler Ave & Olive Ave Intersection Improvements
The work to be done consists, in general, of installing a new traffic signal, reconstructing the pavement, and widening the intersection of Fowler Avenue and Olive Avenue. The work will also include signing, striping, and pavement marking. Two new drain inlets with storm drain pipe are included as part of the work. The contractor is responsible for coordination with utility companies, the City of Fresno, and the Fresno Municipal Flood Control District.

American Avenue Disposal Site Phase III - Modules 9 & 10 Excavation and Liner Construction
The work to be done consists, in general, of the excavation of Modules 9 & 10, installation of a composite liner system consisting of geosynthestics over a geosynthetic clay liner, and the performance of a geoelectric leak detection survey support. It also includes, but is not limited to, the installation of Modules 9 & 10 sump liner system, riser pipes, pumps and control panels, clean out pipes, leachate and lysimeter meter runs and all miscellaneous work associated with the installation of these items, construction of Landfill customer access roads and side ditches as well as installation of erosion control items. Clearing and grubbing is to be performed and the project site is to be finished. Other items or details not mentioned herein that are required by the plans, Standard Specifications or these special provisions shall be performed, constructed, furnished or installed.

Southeast Regional Disposal Site Perimeter Fence Replacement
The work to be done consists, in general, of replacing the existing perimeter fence and gate surrounding Southeast Regional Disposal Site, which is on the northwest corner of Academy Ave. and Dinuba Ave. at 12716 E Dinuba Ave in Selma, CA. The existing fence which consists of barbed wire on metal posts needs to be removed and disposed of. The replacement fence will be 6’ tall chain link fence with barbed wire along the top per Caltrans Standards. In addition to the fencing, two new 15-foot gates will be installed.
Pre-bid conferences will be held at 1:00 p.m., on Wednesday, September 27, 2023 and 10:00 a.m., on Tuesday, January 9, 2024. A discussion of the project will be held and the project sites will be open for examination. Contractors should meet at 12716 E Dinuba Ave in Selma, CA 93662. Attendance at one pre-bid is mandatory. The scheduled pre-bids will be the only opportunities for prospective bidders to visit the site in the presence of County staff, and requests for individual site visits with County staff will not be granted.
