Jensen Avenue Improvements West Avenue to Fig Avenue (MLK Boulevard) The work to be done consists, in general, of reconstructing approximately 1.5 miles of Jensen Avenue from West Avenue to Fig Avenue (also known as MLK Blvd). The road will be reconstructed using a Full-Depth Reclamation with Cement method. The road work includes construction of new curb ramps, adjusting sewer manholes, signage and striping, and other miscellaneous items. A new ductile iron water pipeline will also be installed, replacing an existing asbestos water pipeline to be abandoned in place. Coordination with City of Fresno Public Utilities Department will be necessary to arrange the tie-in to existing system. The pipe replacement also involves installation of new water meters, fire hydrants, valves, and other appurtenant work. Some Fresno Metropolitan Flood Control District (FMFCD) master storm drain facilities shall also be installed as part of the work. The DBE Contract Goal is 17% percent. Elkhorn Recharge Facility The work consists of, in general, of the construction of an approximately sixty-acre recharge basin and stockpile area at the site including basin excavation, compacted stockpile placement, placement of excess basin material, conveyance channel excavation, cast-in-place and precast concrete structures, furnishing and installing slides gates, propeller meters, rubber gasketed reinforced concrete pipe (RGRCP), County road crossing, and all other miscellaneous items to complete the work described in the Plans and Specifications to provide for a fully functioning recharge basin.

Safe Streets for All Action Plan Fresno County Department of Public Works and Planning is seeking a qualified consultant to update and expand the existing Local Road Safety Plan to include all required SS4A action plan components, thus enabling the County to apply for SS4A implementation grant funding. The Consultant will develop an Action Plan using inclusive and representative processes to pursue a comprehensive approach to advancing equity. This update/expansion will also include any newly identified safety projects, including projects identified during stakeholder outreach.

Environmental Compliance Center Educational Building The work to be done consists, in general, of the construction of a single-story building constructed with pre-engineered metal structures and fenestrated with insulated metal panels and pre-finished aluminum doors and glazings. Covering approximately 3,000 square feet, it will offer space for various functions such as an education room, a general office, an executive office, a break room, two unisex restrooms, a storage and janitor room, and a hallway with drinking fountains. The site will provide six parking stalls, two of which will be accessible, along with an accessible pathway leading to an existing on-site bus stop.

Road Preservation Treatments The Department of Public Works and Planning proposes to place chip seal coats, cape seal coats, slurry seal coats and traffic striping on various roads in Fresno County. The work to be done consists, in general, of furnishing and placing screenings within or over asphaltic emulsion at various existing roads in Fresno County. The seal coat will be constructed on 67 centerline miles of roadway on County roads. The project includes roads that currently show signs of distress such as alligator, block, longitudinal, and transverse cracking identified by Road Maintenance & Operation Division. An additional 12 centerline miles of road of seal coats are included as additive bids.

Reedley Radio Tower and Equipment Shelter The work to be done consists, in general, of providing the design, site preparation, and construction of a 250-foot above grade microwave tower, its corresponding equipment and the construction of a 1,011 sqft. equipment shelter per the plans and specifications. The project also includes, but is not limited to, the installation of an electrical back-up generator, automatic transfer switch, communication equipment, and all associated site work including fencing. The County of Fresno will supply the back-up generator, but it will be installed by the Contractor.

East Reedley Bridge Replacements The work to be done consists, in general, of removing and replacing three structurally deficient bridges: the Reedley Main Canal Bridge on Englehart Avenue, 0.04 miles north of American Avenue; the Travers Creek Bridge on Lincoln Avenue, 0.55 miles east of Alta Avenue; and the Travers Creek Bridge on Parlier Avenue, 0.52 miles west of Alta Avenue. Full street closure will be required for the construction of each of the three bridges, and a detour will be provided. In channel work will commence after the Alta Irrigation District’s irrigation season in August or September of 2024. Some work may commence outside of the channel prior to the end of the irrigation season. The three bridges will be bid under a single construction contract; however, the commencement of work may vary slightly at each location. The Reedley Main Canal Bridge on Englehart Avenue will be replaced by a bridge with a width of 35 feet and a length of 37 feet. The existing bridge structure will be replaced with a two-span cast-in-place concrete box culvert. The work also consists of installing concrete bridge barriers, reconstructing the bridge approaches and adding shoulders, cold planing and overlaying existing pavement, constructing driveways, installing crash cushions, and in-channel work. Two orange trees will be removed. The Travers Creek Bridge on Lincoln Avenue will be replaced by a bridge with a width of 63 feet and a length of 24 feet. The existing bridge structure will be replaced with a cast-in-place bottomless concrete box culvert with a foundation of concrete footings. The work also consists of installing concrete bridge barriers, reconstructing bridge approaches and adding shoulders, cold planing and overlaying existing pavement, constructing driveways, installing drainage pipe between the channel and ditch, and installing rock slope protection in the channel. One stump will be removed. The Travers Creek Bridge on Parlier Avenue will be replaced by a bridge with a width of 49 feet and a length of 29 feet. The existing bridge structure will be replaced with a two-span cast-in-place concrete box culvert. The work also consists of installing concrete bridge barriers, reconstructing bridge approaches and adding shoulders, constructing driveways, installing crash cushions, and installing concrete slope protection and rock slope protection in the channel. Approximately eleven trees will be removed. The DBE Contract Goal is 22 percent. Clovis Regional and Reedley Libraries The County of Fresno is requesting competitive RFQ Prequalification Questionnaires to pre-qualify prospective Design-Build Entities for: Clovis Regional Library: Design and construct a new 26,270 sq. ft. single-story library building within the existing Clovis Landmark Commons development in Clovis, CA. Functional areas include a regional public library and multi-use community room separated by a commonly accessed foyer. The building site plan, floor plan, exterior elevation, and schematic designs have been developed by Fresno County, are pre-approved by Fresno County Library staff, and are not subject to change. Design shall include but not be limited to the building interiors, site civil, building structural, mechanical and electrical engineering, etc. Reedley Library: Design and construct a new 14,000 sq. ft. single-story library building in Reedley, CA. Functional areas include a public library and multi-use community room separated by a commonly accessed foyer. The building site plan, floor plan and exterior elevation schematic designs have been developed by Fresno County, are pre-approved by Fresno County Library staff, and are not subject to change. CSA 1 Tamarack Water Infrastructure Replacement The work to be done consists, in general, of installing approximately 3,900 feet of High-Density Polyethylene (HDPE) water main along with the necessary appurtenances, replacing the function of the existing asbestos cement pipelines. The project also includes installing approximately 45 service connections with meters and meter boxes and installing five fire hydrants.
