20-20-C American Avenue and Golden State Blvd Intersection Improvements
The work to be done consists, in general, of making improvements to the intersection of American Avenue and Golden State Boulevard, including the intersections with Peach Avenue north and south of American Avenue. The existing roadway on American Avenue from SR99 to approximately 860 feet east of Peach Avenue will be reconstructed and realigned with 12-foot travel lanes, left and right turn lanes and 4-foot shoulders on each side. Golden State Boulevard will be reconstructed from approximately 1,252 feet south of American Avenue to approximately 846 feet north of American Avenue, left and right turn lanes will be added and traffic signals will be installed at the intersection of American Avenue and Golden State Boulevard. Peach Avenue will be reconstructed from American Avenue north for approximately 160 feet and from Golden State Boulevard south for approximately 320 feet. The County has pre-purchased and will provide to the Contractor the traffic signal poles, controller assembly and communication cabinet for this intersection. Union Pacific Railroad (UPRR) will perform construction at the Railroad Crossing concurrently with the intersection improvements. The contractor will be required to coordinate and obtain necessary permits from UPRR to perform work near/at the crossing, obtain a traffic encroachment permit from Caltrans for the temporary traffic control plan, and coordinate with PG&E to connect the new signal to the new meter and to relocate the UPRR service pole.

20-17-C American Avenue Disposal Site Entrance Improvements
The work to be done consists, in general, of reconstructing and widening the America Avenue Disposal Site entrance access road, constructing a new right turn lane into the disposal site, regrading the existing ditch on the north side of the disposal site berm, excavating the ditch along the north side of American Ave from Plumas Ave to Humbolt Ave, installing two (2) 18” diameter reinforced concrete culvert pipes beneath the paved entrance, installing new chain link fences and gates, performing various electrical work including for the new gates, and replacing and lowering a segment of irrigation and leachate line.

20-15-C James Bridge Replacements on Manning Ave
The work to be done consists, in general, of removing and replacing two structurally deficient bridges on Manning Avenue; the James Bypass Overflow East Channel Bridge (East Bridge), 3.8 miles west of State Route 145 (Bridge No. 42C0066) and the James Bypass Overflow West Bridge (West Bridge), 3.2 miles east of Colorado Avenue (Bridge No. 42C0067), east of the community of San Joaquin. The East and West replacement bridges will each have a width of 44 feet, and be 65 and 173 feet in length, respectively. The new bridge structures will consist of pre-cast, pre-stressed concrete voided slabs which will be supported by outrigger piers, pier caps, and a Cast-In-Drill-Hole concrete pile foundation. The work also includes constructing abutments, installing bridge concrete barriers, finishing the bridge decks with polyester concrete overlay, placing a hot mix asphalt concrete overlay on the roadway approaches, and installing roadway devices (crash cushions, approach guardrails, and flume over side down drains). Full street closure will be allowed for a short amount of time during the Accelerated Bridge Construction, and a detour will be provided. The DBE Contract Goal is 16% percent. 20-18-SW American Avenue Disposal Site Phase III Modules 3-8 Landfill Gas Collection and Control System Expansion

20-14-M Bituminous Seal Coats
The work to be done consists, in general, of furnishing and placing screenings over asphaltic emulsion at various existing roads in Fresno County. The seal coat will be constructed on 29.618 miles of roadway on County roads. County forces will repair, trim, and blade heavy dirt deposits and vegetation from the existing surfacing in advance of construction.

20-10-C County Service Areas 30 & 32 Water System Improvements
The work to be done consists, in general, of furnishing all labor, materials and equipment necessary for the installation of a new water distribution system with service lines within the service limits of County of Fresno County Service Areas (CSA) 30 and 32, the Cantua Elementary School and nearby properties. The construction sites are located in the County of Fresno, California, in the communities of Three Rocks and Cantua Creek. The work includes, but is not limited to, installation of water mains, water services, fire hydrants, appurtenances, water system tie-ins to the existing tank sites, disinfecting, testing, trench resurfacing, striping, and abandonment of the existing water distribution system. The work involves removal of Asbestos Cement Pipe as necessary. A pre-bid conference will be held at 10 a.m. on Monday, September 14, 2020. The meeting will be held online (the link for which will be posted at http://www.co.fresno.ca.us/planholders). A brief presentation will be made by County staff, and a discussion of the project will be held. Attendance at the pre-bid conference is not mandatory.
