Economic Sanctions Imposed in Response to Russia’s Actions in Ukraine

California joins the United States and other nations, states, and localities in condemning Russia’s attacks on Ukraine. On March 4, 2022, Governor Gavin Newsom issued Executive Order N-6-22(EO) regarding sanctions against Russia and Russian entities and individuals.

The Executive Order directs all agencies and departments that are subject to the Governor’s authority to take certain immediate steps, including notifying all contractors and grantees of their obligations to comply with existing economic sanctions imposed by the U.S. Government in response to Russia's actions in Ukraine, as well as any sanctions imposed under state law. Constitutional and independent state entities are encouraged to take the steps as well.

As a contractor or grantee, compliance with the economic sanctions imposed in response to Russia's actions in Ukraine is required, including with respect to, but not limited to, the federal executive orders identified in the EO and the sanctions identified on the U.S. Department of the Treasury website.

Failure to comply may result in the termination of contractors or grant, as applicable.

Project Name: Family First Prevention Services Pilot Program Date: 06/02/2026 Description: The County of Marin Children and Family Services (CFS) Division is seeking proposals from qualified community-based organizations to provide Motivational Interviewing (MI) for Cross-Cutting Case Management services to families residing in Marin County who are at risk of foster care involvement. Services will support children, youth, and families who meet Family First Prevention Services (FFPS) eligibility requirements and are intended to prevent entry or reentry into foster care through early intervention and family-centered support. All services must be delivered using the evidence-based practice of Motivational Interviewing with fidelity and in a manner that is strength-based, trauma-informed, culturally responsive, and equitable. The selected provider will deliver comprehensive case management services that include candidacy and needs assessment support, safety monitoring, development and oversight of Family Well-Being Plans, coordination of prevention services, and ongoing engagement with families. Motivational Interviewing will serve as the core intervention strategy to strengthen parenting skills, support positive behavior change, and improve family functioning. Providers will also be responsible for participating in continuous quality improvement (CQI) activities, collecting and reporting required program data, and maintaining fidelity to the MI model through established monitoring and coaching processes. The County will provide access to required training and fidelity monitoring resources, including the LYSSN platform for Motivational Interviewing training, skill development, and quality assurance. Provider staff will be expected to complete required Family First Prevention Services training, CQI training, and MI training, unless approved for an exemption based on prior qualifying experience. Through this initiative, Marin County seeks to expand prevention-focused services that strengthen families, improve child and family well-being, and reduce the need for foster care placement. Project Name: RFP-HHS-2025-08 - Homelessness Prevention Pilot Date: August 29, 2025 Description: This Homelessness Prevention Pilot provides short-term, flexible financial assistance and stabilization support to households at imminent risk of homelessness. The County will invest in short-term, flexible assistance to help residents maintain stable housing and avoid entering the homelessness system. According to the 2025 Affordable Housing Needs report, 67% of extremely low-income households in Marin pay more than half of their income on housing costs compared to 4% of moderate-income households. Simultaneously, a 26% reduction in state and federal funding for housing production and preservation has further limited resources for rental relief and social services. With rents rising by 10% in 2024 alone, efforts to establish permanent housing solutions must also address the growing risk of homelessness to be truly effective. This proposal aims to intervene prior to the experience of homelessness by providing short-term, targeted support to prevent displacement before it occurs. It prioritizes services for extremely low-income households and other underserved populations, including residents living in high-risk ZIP codes across Marin County. It is not a housing placement or long-term rental subsidy program; rather, it is designed to intervene upstream—before households experience literal homelessness—by addressing immediate financial and systemic barriers to housing stability. This project seeks qualified applicants with demonstrated capacity and experience in delivering homeless prevention services to both rural and urban populations, including flexible financial assistance, wrap-around case management services, and legal referrals. The ultimate goal is to deliver critical stabilization resources to vulnerable Marin County residents at imminent risk of homelessness — reducing displacement and promoting long-term housing security. Regional Model for Homelessness Prevention: All Home works to advance regional solutions that disrupt the cycles of poverty and homelessness, redress racial disparities, and create more economic mobility opportunities for people with extremely low incomes. With a group of regional and national experts All Home developed a regional prevention model. Partnering with Bay Area Community Services (BACS), All Home and BACS developed a technology platform to help regionally scale the model effectively. All Home also provides strategic and technical assistance across the Bay Area to advance homelessness prevention and promote a data-driven, equity-focused model to keep individuals housed and out of the homelessness response system. Currently, across the Bay Area, approximately three individuals are becoming homeless for every one person being housed through existing systems. The region’s undersupply of housing combined with extreme income inequality and low incomes that don’t cover high housing costs drive high-risk households into homelessness even more. To support implementation and coordination, this project will utilize the BACS online platform. The BACS platform provides a secure, data-informed screening and coordination tool that assigns risk-based priority scores to applicants based on factors such as prior experiences of homelessness, residence in high-risk zip codes, and other social determinants. The platform enables service providers to track referrals, document services and financial assistance as well as monitor household outcomes. The extensive capabilities of BACS are crucial to the development and result tracking of the project. All proposers must adopt the screening and coordination technology platform that is administered by BACS as part of their service delivery model. Applicants should describe how they will integrate this tool with their existing workflows and collaborate with All Home, CBOs, and County partners to ensure seamless data sharing and client tracking.
