Introduction and Background: The City of Nashua is sending out this Request for Qualifications for comprehensive engineering and design services, including engineering and landscape design, permitting, bidding, and construction administration services, for a project which involves improvements to the Downtown Nashua Riverwalk. The project includes both sides of the Nashua River from Mine Falls Park easterly to Amory Street. It includes improvements to existing sections of the Riverwalk and new sections that will connect and complete the project. The project will result in a comprehensive pathway network along the Nashua River in one of the mostly densely developed areas of the City including the Millyard area. It will allow good access to the River, connect various parts of the downtown with pedestrian and bicycle access and will provide a draw for residents and visitors to the City. The project area is broken down into four quadrants extending from west to east along the Nashua River. Funding for the first two quadrants are in a local TIF (Tax Increment Finance) district and funding for engineering, design and construction will be coming from the TIF. Other improvements in the other two quadrants will be considered an alternate and subject to additional funding sources. The project timeline includes engineering study, preliminary, and final design engineering in the summer / fall of 2019, bid construction advertised in the winter of 2019 and construction to commence the spring / summer of 2020. Background The Riverwalk has been under development in various stages over the last two decades. It has been identified in various strategies and studies as a major component in the City’s overall development. The current proposal will push the Riverwalk towards completion. The basis for the current project is the Nashua Downtown Riverfront Development Plan completed in 2017 after outreach to the community (the report can be downloaded from the City’s website https://www.nashuanh.gov/DocumentCenter/View/11236/NDRDP_Report_Final_170829-1?bidId=. Six key ideas form the basis for all of the improvements: Connectivity, Environmental Stewardship, Access to the River, Recreation and Green Space, Flood Resiliency, and Economic Development. It is hoped that completion of the project will address each of these ideas for the betterment of the City. Priorities are established for each of the four quadrants studied in the area of the Plan. The Plan has specific sub-projects for each of the four quadrants. In total there are nearly 50 of these sub-projects. In addition to the walkways they include such items as: Wayfinding, Gateways, parking, Park expansion and enhancement, seasonal docks, pedestrian and bicycle bridge, lighting, Gazebo enhancements, Seasonal Watercraft rental kiosk, floating water features, green infrastructure, and two-way cycle tracks. Certain of the recommendations of the Plan will be handled in separate contracts such as the invasive species mitigation and tree removal.

The current single entry door with sidelights is not functioning properly and inefficient in providing energy efficiency to the main lobby. The City is seeking bids for a new front entry door, both single entry and double entry options, which will provide a more welcoming entrance to City Hall while maximizing energy efficiency through increased R value, air tightness and insulation.

The City of Nashua, NH, herein referred to as “the City”, is seeking proposals from qualified, interested parties to submit a bid for the installation of fencing and netting at a future Futsal court located at 55 Ash Street in Nashua. The project will include fencing of various heights, 2 entry gates and 2 service gates as well as netting. The fence fabric will be 6 gauge black vinyl and will have a 1 5/8 inch three rail system. The project will be completed this spring. The Scope of Work may be found on Pages 4 through 5 of this Invitation to Bid. The City of Nashua reserves the right to substitute work of similar nature or add additional work subject to the contract amendment process. Contractor shall ensure that its activities and activities of its employees are in strict compliance with all applicable federal, state, and local statutes, ordinances, regulations and rules, including without limitation the Federal OSHA of 1970, as amended and the standards and regulations issued hereunder, and all other statutes, ordinances, regulation, rules, standards and requirements of common law in relation to industrial hygiene and safety, and the protections of health and the environment. The anticipated Commencement date for the contract is on or about June 1, 2019. Project will begin once a written “Notice to Proceed” is issued. Completion times for the project will be as follows: Substantial completion shall be by July 1, 2019. Final completion by July, 30, 2019.

The City of Nashua, Fire Rescue, is soliciting bid proposals from qualified firms for Emergency Ambulance Services. An Agreement with the complete Scope of Services is being provided separately. The contract will be for an initial period of four (4) years and nine (9) months, with a first shortened year commencing on October 1, 2019 and terminating on June 30, 2020. Years two (2) through five (5) would commence on July 1, 2020 and terminate on June 30, 2024. The City will consider five (5) additional one (1) year extensions of the contract upon satisfactory performance of the vendor.
