All work shall be done in accordance with NFPA-13, 2013 Edition; NFPA-72, 2013 Edition; NFPA-70, 2017 Edition and other applicable state and local codes. The Scope of Work may be found on Pages 4 through 7 of this Request for Proposal. The selected proposal will produce detailed work scope, work schedule, plans and specifications and be identified as “For construction” for review by the City Fire Marshal and Department of Building Safety.

The City of Nashua, Division of Public Works, is seeking sealed bids for the work as set forth in the attached plans and specifications for construction of the Phase III lined expansion landfill at the Four Hills Landfill, 840 West Hollis Street, in Nashua, New Hampshire. The scheduled work includes but is not limited to, site preparation, landfill liner base grade preparation, installing a double High Density Polyethylene (HDPE) plastic liner system, installing leachate collection and removal piping, pumps and appurtenances, and constructing storm water control infrastructure. Please note that as of the date of this Invitation for Bid, groundwater data needed to provide a groundwater separation demonstration associated with the proposed landfill base grades is not complete. NHDES has required the City to continue collecting data through June 2019 in order to determine that the groundwater separation is adequate for liner installation. A final approval of the landfill base grades from NHDES is expected 30 days after submission of all required groundwater data. NHDES has specified that no work associated with liner system installation, including the 6-inch Screened Till layer, can begin until they have granted approval. All other work not associated with the liner system installation can commence after the contract has been executed.”

The City of Nashua is sending out this Request for Qualifications for comprehensive engineering services, including civil engineering design and construction administration, which involves completing the construction of the Heritage Rail Trail East. This project would extend the bike and pedestrian trail from the Heritage Rail Trail West’s terminus at Main Street in downtown Nashua and continue the trail to East Hollis Street/Denton Street intersection. This project will result in approximate ¾ of a mile bicycle and pedestrian trail from Main Street to Denton Street, next to the 25 Crown Street future rail station. The project is funded by Federal Highway funds with the match provided by the City of Nashua, through the Congestion Mitigation and Air Quality (CMAQ) grant and, as a result, will follow the NH Department of Transportation’s “Local Public Agency Manual for the Development of Projects”. The manual can be found at www.nhdot.com under Quick links, “LPA Program” and specifically to Section 13, which focuses on Consultant Selection. The project timeline includes feasibility and final design engineering in the spring through fall of 2019, bid construction advertised through the winter and construction starting in the spring of 2020.

The Contract will be awarded following approval by both the Board of Public Works and the Board of Aldermen. The scheduled work for the 2019 Sewer Replacement Project consists of work on Ash Street, C Street, and Charles Street. Work includes 1305 linear feet of sewer line replacement, 276 linear feet of drain lateral replacement, replacement of sewer service connections, replacement of sewer manholes and catch basins, and miscellaneous other sewer and roadway reconstruction items.

The scheduled work is located in various areas throughout the City of Nashua and consists primarily of pavement overlaying, pavement milling with overlay, and pavement reclamation. The City of Nashua reserves the right, for the Street Paving portion of the contract, to substitute streets of a similar nature or to add additional streets subject to contract amendment process. Contractor shall ensure that its activities and activities of its employees are in strict compliance with Protection Agency, all applicable federal, state and local statutes, ordinances, regulations and rules, including without limitation, the Federal OSHA of 1970, as amended and the standards and regulations issued hereunder, and all other statues, ordinances, regulations, rules, standards and requirements of common law in relation to industrial hygiene and safety, and the protection of health and the environment. The City of Nashua would like to emphasize the importance of construction work zone safety. The City of Nashua has adopted the provisions of the Manual on Uniform Traffic Control Devices (MUTCD) for work zone safety. Unless otherwise indicated in this contract, the contract shall follow the requirements of the MUTCD at all roadway construction work zones. The anticipated Commencement date for the contract is on or about March 21, 2019. Project will begin once a written “Notice to Proceed” is issued.
