The qualified vendor will enable the city to significantly improve the quality of the interior subgrade basement workspace and provide construction services (3,000 to 5,000 square feet of GLA). The City endeavors to turn raw basement like space into usable space for artists, by creating a co-working type environment with multiple studio space(s) within a municipally owned building that houses the city’s community theater and other arts and cultural uses. The building is a former fire station that closed and has since been transitioned into a cultural asset for the city. The City, through the Mayor, who is the awarding authority and reserves the right to reject any and all proposals or parts of proposals; to waive any defects, information, and minor irregularities; to accept exceptions to these specifications; to award contracts or to cancel this Request for Proposal if in the City’s best interest.

The City of Nashua, NH, herein referred to as “the City”, is seeking proposals from qualified, interested parties for Design/Build Services to submit a Scope of Work, Permitting, and Detailed Cost Proposal for installation of dynamic water features and lighting system for the Nashua River for an amount not to exceed $130,000. The Scope of Work may be found on Pages 4 through 6 of this Request for Proposal. The intention of the City is for proposing vendors to use aerial photography and a site visit, to design and install dynamic fountains and lighting to best creatively and durably illuminate the Nashua River. The City recently completed a Downtown Riverfront Development Master Plan which highlights the need to create visual opportunities to access the river, draw people to enjoy it as part of our vibrant downtown and encourage people to connect to the river through the Riverwalk trail system. The City had one floating fountain that was placed seasonally from the Greeley House property in the river. This fountain is no longer working. It is the intent that this dynamic fountain and lighting system will be used to highlight the river and have the ability to alter the display during special events or times of the year. Color changing is not required; the City is looking for the best system to illuminate the river and Riverwalk.

Firms should demonstrate experience and expertise in environmental testing. This RFP also requests laboratory only fees for analyzing storm water samples collected on a quarterly basis by personnel at the Four Hills Landfill. These services shall be performed consistent with the attached specifications and scope of services at the City of Nashua’s Four Hills Landfill; Lincoln Park Landfill; Roussel/Gardner Park Landfill; Old Nashua (Riverside) Landfill; and Shady Lane Landfill for a term of three (3) years, beginning July 1, 2018 and ending June 30, 2021.

The Contract will be awarded following approval by both the Board of Public Works and the City of Nashua Finance Committee. The Harvard Street rehabilitation includes replacement of sewer main, replacement of sewer services to the right of way line, replacement of catch basins and catch basin laterals, and full width restoration with roadway gravels and asphalt base.
