I. Background:
In light of recurring power failures and a lack of adequate back-up power facilities at the City Hall Facility, the City would like to replace the existing facilities with a reliable, secondary power source. Additionally, due to location of and the recent damage to the buildings motor control center it is the desire of the City to harden this facility with an exterior motor control center and installation of properly sized back-up power facilities to mitigate future, potential concerns in event of outages related to hurricanes, hard freezes, etc. This project will improve the facility’s durability, preparedness for natural disasters, sustainability for the operation of the City, and increase reliability for customers system-wide.
II. Scope of Services:
Design of complete electrical and back-up power solutions. This Work shall include:

The Sub Basins have been prioritized and ranked in order of severity of condition through wastewater modeling of the system. A.
The Work includes, but is not necessarily limited to, the following:
A. Base Bid:
a. There is approximately 12,197 LF of 8-inch and 930 LF of 12-inch gravity sewer pipeline to be rehabilitated as part of this project. Rehabilitation methods include point repairs, pipe bursting, open cut replacement, installation of new manholes, and manhole lining. Also included within this contract is the reinstating of approximately 229 active sewer service laterals.
B. Alternate No. 1:
a. There is approximately 1,916 LF of 8-inch gravity sewer pipeline to be rehabilitated as part of this project. Rehabilitation methods include point repairs, pipe bursting, installation of new manholes, and manhole lining. Also included within this contract is the reinstating of approximately 33 active sewer service laterals.
C. Alternate No. 2:

A. The University area is one of the oldest areas in the City of Lake Charles. Wastewater flow studies have indicated excessive inflow and infiltration during rain events, causing peak flows up to 14 times the average daily wastewater rate.
B. Based on review of CCTV data of the Sub-Basin, recommendations for repair have been made and a cost estimate has been developed.
C. This scope of work covers the repair of the collection system in the University – Red Sub-Basin Sewer Rehabilitation Project. The Work includes, but is not necessarily limited to, the following:

i. There is approximately 8,418 LF of 8-inch gravity sewer pipeline to be rehabilitated as part of this project.
