Background: In light of recurring power failures and a lack of adequate back-up power facilities at the City Hall Facility, the City would like to replace the existing facilities with a reliable, secondary power source. Additionally, due to location of and the recent damage to the buildings motor control center it is the desire of the City to harden this facility with an exterior motor control center and installation of properly sized back-up power facilities to mitigate future, potential concerns in event of outages related to hurricanes, hard freezes, etc. This project will improve the facility’s durability, preparedness for natural disasters, sustainability for the operation of the City, and increase reliability for customers system-wide. City of Lake Charles, Louisiana Power Centre Parkway Sidewalks CP 3384 I. Scope of Work: The scope of work for this project is to install sidewalks on the South side of Power Centre Parkway from 5th Avenue to Amoco Rd. East of Hwy. 14. The sidewalks will tie into the existing sidewalks from the Cottages at Power Centre on the southwest side of the 5th Avenue and Power Centre Parkway intersection, crosswalk across 5th Avenue, connect to the existing 5th Avenue sidewalks along the east side, and traverse along the south side of 5th avenue approximately 0.50 miles to Highway 14. This will be followed by a crosswalk with pedestrian signal across Highway 14, and approximately 0.18 miles of new sidewalk along the south side of Power Centre Parkway, connecting to the existing sidewalk near the southwest corner of Amoco Dr. intersection in front of the Lake Charles Charter Academy. The Hwy. 14 crossing requires signal work to modify the traffic pattern to include the pedestrian sequence. The engineering and design has already been included in the project plans and specs. Each of the intersections and driveways, etc. will required removal of existing curb to modify for ADA accessible ramps. See plan sheets and specs for more details and locations.

This pier and floating dock will total approximately 130 long. It will consist of a timber pile supported fixed pier with composite lumber decking and framing. A metal gangway will connect this fixed pier to the floating dock.

City of Lake Charles University Area Blue Sub-Basin Sewer Rehabilitation Capital Project Number CP3251 I. Background: The University area is one of the oldest areas in the City of Lake Charles. Wastewater flow studies have indicated excessive inflow and infiltration during rain events, causing peak flows up to 14 times the average daily wastewater rate. II. Scope of Services: Based on review of the CCTV data of the sewer line cleaning and CCTV project within the University area, the assessed pipelines have been designated as critically deficient and priority one deficient. Following review of the assessment the following scope of work has been developed. A. There is approximately 3,215 LF of 8” sewer pipe that has been identified as critical deficiencies and an additional 7,948 LF of 8” sewer pipe that has been identified as priority one deficiencies that will be rehabilitated as part of the base bid of this project. B. Manchac Consulting Group, Inc. will analyze the CCTV data provided, and rehabilitation methods will be refined upon review of the CCTV data during final design. Rehabilitation methods include pipe bursting, point repairs, cured-in-place lining, and manhole lining.

Restore to pre- disaster conditions. Color of finish on wall panels shall be selected by Owner. All existing similar panels on South wall will be patched and recoated with similar finish. Seal all joints. Approx 1300 SF 2. Replace existing temporary stud wall in area of missing wall panels at upper south wall and replace with new structural steel studs, insulation, and fireproofing. 3. Repair and replace 2’-3’ tall aggregate panel where missing at top of South Wall. Match existing if possible. Seal and paint to match existing aggregate fascia panel, approx. 100 LF. Provide structural steel stud framing. Seal all joints. 4. Repair damaged balcony walkway and railing at South elevation. Install new structural steel connection to support existing beams. (2 connectors) 5. Replace plaster soffit where removed at third level on the East side and where damaged under upper-level canopy at North wall. Replace plaster soffits at south end under failed walkway canopy where removed to repair structure. 6. Repair any damaged aggregate wall panels where holes occur. Approx. includes 6 locations 7. Miscellaneous repairs to aluminum storefront entrances. 8. Clean all surfaces and waterproof all exterior surfaces.

City of Lake Charles Wastewater System Improvements Salene Road, Lawrence Lane, and A. Miller Road Capital Project Number CP3246 I. Scope of Services: A. There are currently no City wastewater services available on Salene Road, Lawrence Lane, and A. Miller Road. It is the City’s desire to provide sewer service for the residents on these streets. Due to the higher capital costs associated with conventional gravity collection systems, it is the intent of the City to provide a low pressure sewer collection system for this area. B. Three forcemains will be designed as part of this project to allow for each home to connect to one of the forcemains via low pressure wastewater pump. One forcemain will be located on each street and will discharge into the existing manholes located at the end of each street near Big Lake Road. The wastewater pump located at each home and a small diameter forcemain from each home that would connect to the City’s new forcemains will not be designed as part of this project. C. The Work includes, but is not necessarily limited to, the following: • Directional drill of 2,264 linear feet of 2” HDPE and 766 linear feet of 3” HDPE sewer forcemain. • Directional drill 800 linear feet of 1.25” HDPE and open cut 140 LF of 1.25” HDPE lateral pipe. • Install 50 lateral kits and service connections to new sewer forcemain. • Coating approximately 27 vertical feet of existing manholes. • Procurement and Furnishing of 15 E-One Grinder Stations to COLC Wastewater Department
