Background: In light of recurring power failures and a lack of adequate back-up power facilities at the City Hall Facility, the City would like to replace the existing facilities with a reliable, secondary power source. Capital Project No. CP3243 WWTP A BASIN A-12 REHABILITATION PROJECT City of Lake Charles, LA ~ A. The City of Lake Charles WWTP ‘A’ is currently under a Compliance Order (CO) with LDEQ. The approved CO schedule requires the rehabilitation of 13 sub basins in the WWTP ‘A’ Basin. The Sub Basins have been prioritized and ranked in order of severity of condition through wastewater modeling of the system. B. Based on review of CCTV data of the Sub-Basin, recommendations for repair have been made and a cost estimate has been developed. C. This scope of work covers the repair of the collection system in the WWTP A Sub Basin A-12. The Work includes, but is not necessarily limited to, the following: 1. Project No. CP 9778 Lake Charles Civic Center Boiler Equipment Replacement City of Lake Charles, LA ~ This Project will demo/remove three (3) existing hot-water boiler units and replace with three (3) new equivalent capacity hot-water boilers. The existing equipment is located inside the Boiler Equipment Room at east side of Civic Center complex at ground level. Contractor shall provide all labor, equipment, materials, and supervision necessary to complete all tasks required that will achieve a completed functional system as related to all pertinent equipment affected by this job. Note: Contractor shall submit (4) submittal copies, to Owner Engineer for review and acceptance prior to executing equipment order. Submittals shall denote all equipment to be ordered, including options as pplicable, per job specifications as stated in this section. The following scope listings are a general summary of work tasks to be executed and shall not be considered all-inclusive: Demo: 1) Contractor shall relocate existing utility lines along east wall to eliminate existing obstructions for equipment access. See project drawings. (Note: Owner to be notified as per job specifications and requirements as related to any planned utility outages that may affect building services.) 2) Contractor to remove and replace three (3) existing hot-water boiler equipment complete as per Bid drawings and specifications. Contractor shall properly decommission and dispose of all equipment/materials to be removed offsite. New Installation: 1) Contractor shall provide and install complete three (3) natural gas fired hot-water boiler equipment. Boiler equipment shall be as specified in Bid drawings and specifications. 2) Contractor shall provide and install factory provided isolation spacers as specified. The spacers shall reside directly on the existing concrete support foundations. 3) Contractor shall provide and install all ancillary piping components, i.e., valves, check valves, etc. as depicted on Bid drawings and specifications. 4) Contractor to provide boiler mfc. factory authorized personnel to properly configure new boiler equipment monitoring/control points and new computer unit to interface with existing system controls, i.e., boiler circulation pumps and building HVAC equipment in coordination with Owner Engineer. Contractor shall insure proper interface/communications are re-established between new boiler equipment and existing building controls system . General Notes: • All wiring to comply with FPA 70 - National Electrical Code (latest version recognized by AHJ) • All equipment shall be installed in strict accordance with the instructions of the manufacturer. Contractor shall provide boiler mfc. factory authorized personnel to assist contractor with any temporary disassembly/reassembly of boiler equipment during handling and installation process as necessary. • Existing panels and/or circuits will be utilized on this project. Coordinate panel and/or circuit outages for modifications and tie-ins with Owner Engineer and Building Facilities Personnel. De-energize and test to be de-energized before proceeding with work. • All conduit, ancillary piping and components, tubing, instrumentation, etc. shall be properly routed to not inhibit boiler equipment unit maintenance access panels from being easily accessible. Note: Upon completion of all tasks stated above, contractor shall perform operational "run" check to insure proper operation and functionality of all boiler equipment, etc. This will need to be coordinated with the Owner Engineer representative prior to job completion. If any other items not listed above are identified as being deficient during the course of this work, contractor shall provide an itemized list with cost estimate to repair and/or replace as necessary. All gas lines, conduits, etc. routing from air-conditioning equipment shall be properly secured and installed at an elevation to match existing wall penetrations, etc. to prevent personnel tripping hazards and/or head injuries (if applicable). Note: All framing supports, i.e., unistrut, etc. shall be (hot-dip) galvanized. Any welding, cutting, etc. performed on an y metal framing shall be coated with cold-zinc galv. paint (minimum two coats). Contractor shall adhere to all local Plumbing Codes, National Electrical Code, and all local Building Codes as they apply. Contractor shall coordinate, including providing fee payments if applicable, for AHJ inspections, etc. as applicable. All discrepancies, etc. shall be directed to the Owner Engineer during the Work Phase. Contractor shall thoroughly clean all construction debris, i.e., loose screw fasteners, crates, etc. created from the replacement of said components prior to considering and/or deeming the job complete. Five (5) HARD-BOUND sets of 0 & M manuals, eq. warranty information, component parts lists, etc. shall be submitted to Owner 's engineering representative at the completion (final walk- thru) of the job. Note: Contractor to identify all options as applicable to the installed units to be easily denoted in 0 & M manuals for future reference. Note: Any deviations from the above stated specifications shall be considered invalid unless authorized and approved by Owner Engineer.
